Environmental Compliance Specialist I

Summary
Under limited supervision, coordinates with other organizations to sample their wastewater effluent discharge into the sanitary sewer system, performs annual NPDES permit sampling, emergency sewer spill sampling and other environmental sampling for regulatory compliance purposes. Coordinates with the State of Florida Department of Environmental Protection (DEP) to ensure all industrial users are in compliance with local, state, and federal guidelines ; and performs other related duties as assigned.
DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)
1. Inspects permitted Industrial Users to determine their compliance with their Industrial Wastewater Discharge Permit and other applicable environmental regulations.
2. Inspects Food Service Establishments (FSEs) to determine compliance with the Citys Ordinance and FOG policy and occasionally oversees the cleaning of grease maintenance devices.
3. Coordinates with the Public Utilities Sewer Collections Department to assist in mitigating sanitary sewer overflows by providing educational outreach and other enforcement measures deemed necessary.
4. Completes Annual Inspection Permit Reports for permitted users.
5. Performs wastewater effluent sampling based on industry type (categorical/significant user), to determine compliance with the Citys Local Limits.
6. Performs Quality Assurance/Quality Control at Industrial Users sampling events to determine compliance with DEPs Wastewater Sampling Standard Operating Procedures.
7. Interprets laboratory analytical data and updates database accordingly,
8. Performs emergency sampling for sewer spills affecting waters of the State.
9. Maintains and creates physical file, in a chronological order which may include, but not limited to permits, laboratory analytical data, letter correspondences, and an applicable file correspondence.
10. Performs survey and research for potential industrial users, inspect to determine need for permit and research EPAs Code of Federal Regulations (CFR) to determine category if applicable.
11. Performs other related duties as assigned.

Qualifications
High school diploma or GED (education will be verified using the Education Requirements listed below) and three (3) years of environmental compliance sampling and or inspections duties related experience is required, or any equivalent combination of training and experience. Must possess or obtain a Florida Industrial Pre-Treatment Voluntary Class C Certification or Fats Oils and Grease (FOG) Level I, or ability to obtain within one (1) year from the date of employment.
ALTERNATE REQUIREMENT
Associates degree with a major in Environmental Science, Wastewater Management or related field (education will be verified using the Education Requirements listed below) and one (1) year of environmental compliance sampling and or inspections duties related experience is required. Must possess or obtain a Florida Industrial Pre-Treatment Voluntary Class C Certification or Fats Oils and Grease (FOG) Level I, or ability to obtain within one (1) year from the date of employment, or Bachelor degree in Environmental Science, Wastewater Management or related field (education will be verified using the Education Requirements listed below) is required. Must possess or obtain a Florida Industrial Pre-Treatment Voluntary Class C Certification or Fats Oils and Grease (FOG) Level I, or ability to obtain within one (1) year from the date of employment. A current and valid Florida drivers license is required. For application purposes, a valid drivers license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida drivers license within thirty (30) days from date of employment.
Special Driving Requirements Have not lost any driving privileges by reason of revocation, suspension or denial of license, or have been convicted and/or had an adjudication withheld of three or more moving violations. Have not had one DUI (Driving Under the Influence) in any preceding twenty-four (24) month period. License suspension of two weeks or less or suspensions based only on non-moving violations that have been cleared will not automatically result in revocation of driving privileges.
Have not had more than one DUI (conviction or adjudication withheld) in Florida or any other state within the past ten (10) years.
Education Requirements
To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:
a) a public education institution in the State of Florida or any State or Territory of the United States; or
b) an institution accredited by an accrediting organization that is recognized by the Florida Department of Education or the U.S. Department of Education; or
c) an institution that is accredited by an organization that is recognized by the Council for Higher Education Accreditation (CHEA); or
d) an institution whose degree or certification is accepted by institutions identified in either
above for the purpose of admission to institutions identified in either a, b, or c above.
International degrees will be evaluated to determine if they satisfy qualification requirements.

State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
