POSITION SUMMARY:

Under the direction of the Training & Research Manager, this position is responsible for providing consulting services to improve capabilities and operational procedures about criminal justice information to criminal justice and non-criminal justice agencies. This position works independently and in teams to accomplish objectives established in the Agency and Division Strategic Plans and consults with other governmental agencies to evaluate their information needs and capabilities. This position requires up to 25% travel. The incumbent in this position must live in one of the following counties: Pasco, Pinellas, Hillsborough, Polk, Manatee, Hardee, Sarasota, DeSoto, Charlotte, or Lee.

DUTIES & RESPONSIBILITIES:

Specific duties include:

  • Providing consultant services and assistance to agency officials and their staff to promote the most efficient and effective accomplishment of operating objectives, by compliantly utilizing criminal justice information systems managed by CJIS;
  • Exercising independent judgment in formulating or assessing policies and procedures impacting these agencies;
  • Preparing written reports, charts, letters, memoranda, procedural manuals, and other documentation in accordance with Department guidelines, using appropriate and logical formats, tone, grammar, spelling, capitalization, and punctuation in time frames established with supervisors;
  • Developing and/or using data collection tools appropriate for the subjects being surveyed and the audience being targeted to obtain optimal results;
  • Conducting formal regional customer assessments of criminal and non-criminal justice agencies, compiling results of these assessments, and as needed, proposing modifications that will address new or existing customer needs;
  • Meeting with agency heads or their designees on a regular basis to discuss CJIS services and help as necessary;
  • Reviewing outstanding issues reported by agencies within the region and ensuring that they are addressed;
  • Attending meetings and conferences to discuss CJIS related issues, obtain feedback, and identify areas where FDLE is deficient or proficient in providing services; and
  • Serving as the FCIC Agency Coordinator, CJIS Online Administrator, nexTEST Administrator and DAVID Point of Contact for the FDLE offices and personnel in assigned Service Area.

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of the methods of data collection and analysis;
  • Knowledge of basic management principles and practices;
  • Ability to learn the FCIC/NCIC systems and how they interact with other information systems;
  • Ability to collect, evaluate, and analyze data to develop alternative recommendations; solve problems; and document workflow and other activities relating to the improvement of management practices;
  • Ability to organize data into logical format for presentation in reports, documents, and other written materials;
  • Ability to conduct fact finding research;
  • Ability to utilize problem solving techniques;
  • Ability to work independently; and
  • Ability to plan, organize, and coordinate work assignments.

Starting salary will be the minimum of the class pay range, unless otherwise dictated by FDLE’s pay policy. FDLE is a State of Florida Employer and offers a comprehensive benefits package, including:

BACKGROUND:

FDLE requires an extensive background process of all recommended applicants. The elements of a background include: financial credit check, criminal history of applicant and applicant’s immediate family or roommates, personal references, employment and education verifications (which includes official transcript(s)), drug screen and fingerprinting. This information will be utilized to make the final hiring decision.

NOTES:

Preference will be given to current FDLE members who have satisfactorily completed at least six months of the probationary period for their current position.
