Summary Hudson Valley Healthcare System has a vacancy for an experienced and dedicated GS‑14 Psychologist Program Manager. This position is eligible for the Education Debt Reduction Program (EDRP). Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Grade Determinations: Psychology Program Manager – GS‑14. Experience requirements: At least three years as a professional psychologist, with at least one year equivalent to GS‑13 level. Demonstrated Knowledge, Skills, and Abilities: The candidate must demonstrate all of the following KSAs: ability to organize work, set priorities, delegate tasks, and meet multiple deadlines; knowledge of and ability to utilize evidence‑based practices and clinical guidelines, and to guide staff in using these tools; ability to deal effectively with individuals or groups; skill in managing and directing the work of others; ability to translate management goals and objectives into coordinated work operations; ability to establish and monitor production and performance priorities and standards; ability to analyze organizational and operational problems and develop solutions that result in sound program operation. Assignment: Responsibilities must consist of significant scope, complexity, and variety, performed by the incumbent at least 25% of the time; and include broad program management duties for specialized, complex, highly professional services that significantly impact veteran health care. Required to provide strategic planning, oversee resources, develop policies and procedures, monitor outcomes, and implement data‑driven quality improvement strategies. Duties Oversee day‑to‑day operation of the 24‑bed PTSD domiciliary unit of the larger Domiciliary Residential Rehabilitation Treatment Program. Supervise staff performance, including nursing and other professional staff, ensuring safety and regulatory compliance (VA, Joint Commission, CARF). Conduct clinical responsibilities: diagnose mental disorders (particularly PTSD) and perform psychological and cognitive assessments, neuropsychological screenings. Treat mental disorders through evidence‑based modalities, providing psycho‑diagnostic services and using appropriate psychotherapeutic techniques. Develop and implement short‑ and long‑term program goals aligned with the strategic plan. Manage program resources, coordinate administrative and programmatic responsibilities, and ensure compliance with VHA policy and external accreditation requirements. Monitor program outcomes using data‑driven quality assurance processes and implement improvement strategies based on analysis. Compensation & Benefits Competitive salary with potential step increases above minimum grade rates based on unique qualifications or special needs. Paid Time Off: 37‑50 days of annual paid time, including 13‑27 days of annual leave, 13 days of sick leave, and 11 paid federal holidays. Parental Leave: Up to 12 weeks of paid leave after 12 months of employment for birth, adoption, or foster care placement. Child Care Subsidy: Full‑time employees with household income below $144,000 may receive a subsidy up to 25% of eligible childcare costs, capped at $416.66 per month.
