AGENCY PROJECT ENGINEER/ ARCHITECT III

Introduction THIS RECRUITMENT IS LIMITED TO CURRENT STATE EMPLOYEES OF THE MARYLAND DEPARTMENT OF HEALTH ONLY. Grade 18 Location of Position MDH Office of Facilities Management & Development (OFMD) 201 W. Preston Street Baltimore, MD 21201 Main Purpose of Job The main purpose of this full-time Project Engineer/Architect III position will be to provide project management and project development services for MDH projects including agency capital, facility renewal, and agency operating construction and maintenance service projects. The position will be responsible for project development, site inspections, and management of agency projects; and will serve as a liaison to the Department of General Services for renovation and construction projects. Projects may include new construction, demolition, renovation, and maintenance of facilities. Additional responsibilities may include oversight and management of energy performance projects, building condition and facility assessment surveys, and public works infrastructure systems. The selected employee will perform mission critical functions to support MDH in responding to emergency events at MDH facilities and on behalf of the State. This position will also provide MDH and OFMD with expertise and assistance in the preparation of project programming and development of scopes of work for use in contracting AE services. Additional responsibilities may include cost estimating/budgeting, and the development of capital improvement program statements for multi-year large scale capital construction projects. The position will assist in fulfilling legal requirements for Plans Review of construction documents for hospitals, comprehensive care, assisted living, adult medical day care, ambulatory care, and various other related facilities. The position will also provide maintenance engineering and architectural design, and construction project management for numerous ongoing projects at MDH healthcare facilities located throughout the State. In addition, this position will provide MDH and the OFMD with engineering and architectural design expertise, and preparation of scopes of work and contract documents for building and infrastructure projects. This position will also provide bidding, contract negotiation, and contract administration services for MDH. Please Note: This position is hybrid telework eligible. Minimum Qualifications Experience: Six years of experience, including two years of experience as a design and project manager Engineer, Architect, or Surveyor for agency capital and operating construction, maintenance and system services projects and an additional four years of experience as an Engineer, Architect, or Surveyor in the building construction field involving the design, construction or repair of building structures or system services. Notes: Candidates may substitute the possession of a Bachelor's degree in engineering or architecture and two years of experience as a design and project manager Engineer or Architect for agency capital and operating construction, maintenance and system services projects for the required experience. Candidates may substitute the possession of a Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements for the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for-year basis for the required education. Desired or Preferred Qualifications The desired candidate should possess experience providing expertise and assistance in preparing project scopes of work and administering facility infrastructure projects, including new construction, demolition, renovation, maintenance, energy performance or other project types that may affect facility operations or budgeting.
