Position Overview

The Electrical Quality Control Manager is responsible for leading and standardizing the electrical quality control program across P&E's active project portfolio. This senior, hands-on role establishes and maintains consistent quality standards, oversees inspection and turnover documentation, and provides technical guidance and quality oversight to project teams while supporting schedule and project execution requirements.

This position assumes ownership of electrical quality functions currently managed by project teams, developing consistent processes and improving accountability across projects. The Electrical Quality Control Manager serves as the company's subject matter expert on electrical quality, overseeing compliance from installation through testing, commissioning, and final client turnover.

Responsibilities

• Develop, maintain, and enforce the electrical Quality Control Plan across active projects, ensuring alignment with contract specifications, approved submittals, and applicable codes.
• Establish standardized inspection checklists, testing records, and turnover package templates for company-wide use.
• Serve as the company's subject matter expert on electrical quality requirements, code interpretation, and client-specific quality specifications.
• Perform and document in-process and final inspections of electrical installations, including raceways, cable and conductor installation, terminations, grounding, equipment setting, and instrumentation.
• Witness and verify electrical acceptance testing, including insulation resistance, continuity, torque verification, relay and protective device testing, and functional checkout.
• Identify and document nonconformances, issue and track Nonconformance Reports (NCRs) through closure, and verify corrective and preventive actions.
• Conduct quality audits of subcontractor and in-house electrical work, communicate findings, and report results to project and executive leadership.
• Oversee the compilation, accuracy, and timely delivery of electrical turnover and closeout packages, including test records, red-line as-built drawings, certifications, and warranty documentation.
• Maintain complete, accurate, and auditable inspection and test records for clients, engineers of record, and third-party inspection agencies.
• Coordinate with commissioning agents, owner representatives, and authorities having jurisdiction to support inspection, testing, and acceptance milestones.
• Train field supervision and craft personnel on electrical quality expectations, inspection criteria, and documentation requirements.
• Collaborate with Project Managers, Superintendents, and the Director of Electrical Construction to identify and resolve quality issues proactively before they affect project schedules or turnover.
• Track and report quality metrics, trends, and lessons learned to leadership, using findings to drive continuous improvement and consistent quality performance.
• Integrate safety considerations into quality activities and reinforce safe work practices during site visits and inspections.

Requirements

• Bachelor degree in Electrical Engineering, Construction Management, or a related technical field. Equivalent experience will be considered.
• Minimum 10 years of electrical construction experience, with at least 5 years in a dedicated quality control, quality assurance, or commissioning role.
• Demonstrated ownership of an electrical QC program across multiple concurrent projects.
• Working command of NFPA 70 (NEC), NFPA 70E, NETA ATS acceptance testing standards, and IEEE standards applicable to power distribution and controls.
• Proven experience building and delivering electrical turnover and closeout documentation packages accepted by owners and third-party inspectors.
• Ability to read and interpret electrical drawings, one-lines, schematics, panel schedules, loop diagrams, and specifications.
• Strong written documentation skills, with the discipline to keep records current in real time.
• Proficiency with Microsoft Office and construction management or document control platforms such as Procore, ACC, or similar.
• Willingness and ability to travel regularly to active project sites, including occasional extended or short-notice trips.
• Experience on data center, pharmaceutical, Petrochem, chemical, refinery, or pipeline projects.
• Certification as a Certified Quality Manager, ASQ CQA or CQE, NICET Level III or IV, or equivalent is preferred
• USACE / NAVFAC Construction Quality Management (CQM-C) certification is a plus
• NETA or NICET electrical testing technician background is a plus
• OSHA 30-Hour Construction certification is a plus
• Journeyman or Master Electrician license is preferred
• Experience with instrumentation, controls, PLC systems, and fuel system automation.

• The market rate for the role is typically at the mid-point of the salary range; however, variations in final salary are determined by additional factors such as the candidate's qualifications, relevant years of experience, geographic location, internal pay equity, and prevailing market conditions for the specific role.
