The Multnomah County Division of Assessment, Recording, and Taxation (DART) is looking for Assessment and Taxation Technicians to join our Customer Relations Unit.

Currently, we have one (1) position opening in the Property Tax and Ownership Team; however the eligible list established from this recruitment process may be used to fill upcoming vacancies located elsewhere within the Division of Assessment, Recording and Taxation.

• Answer inquiries from the public about processes, with reference to Oregon Revised Statutes in person, by phone, and by email while maintaining a high standard of customer service

• Model professionalism, adaptability, and a positive, supportive attitude while effectively collaborating with teammates and fulfilling individual responsibilities to contribute to the team's successful outcomes

• Accurately process and record official instruments by verifying compliance with all necessary legal standards, including those defined in Oregon Revised Statutes

Specific duties and responsibilities include, but are not limited to the following:

• Provide property tax (amounts and values) information, including various types of programs available to taxpayers administered by both the State and County; respond to complex questions related to bonds, levies and their implications on real and personal property tax accounts

• Provide general knowledge of Oregon Revised Statutes that govern the various services provided with the sections and department

• Provide general information for the Property Tax Appeal process; provide administrative support to the Property Values Appeal Board

• Process transfer of ownership; perform research when needed; update change of addresses.

• Create and maintain permanent index of recorded legal documents; scanning and recording them

• Respond to general inquiries related to marriage license and domestic partnership; issue licenses

• Process property tax payments; collect fees; receive payments; balance cash drawers

• Sort, open, and distribute mail; scan, review for accuracy, reconcile and post a high volume of non-cash payments

• Process ownership changes and deferral applications; assist with property tax foreclosure and garnishment; payment research as needed

• Prepare advance tax bills and calculate advance taxes for manufactured structures, partition plats, subdivisions, and business personal property accounts which are closing or selling

To Qualify

Minimum Qualifications / Transferable Skills*

• Equivalent to the completion of the twelfth grade

• Two years of experience servicing the public and/or providing customer service to include explaining established rules, laws and regulations

• Data entry with high accuracy

• Experience in cash handling

• Background check: All finalists must pass a criminal records check

• This position is represented by Local 88 AFSCME and is eligible for overtime.
