Smart Grid Electrical Engineer/Power Systems Analysis ExpertProSidian Consulting is looking for a Smart Grid Electrical Engineer/Power Systems Analysis Expert (Contract Contingent) in Cote D'Ivoire | Ivory Coast, West Africa to support an engagement for an independent agency of the United States government. The Agency's mission is to help companies create U.S. jobs through the export of U.S. goods and services for priority development projects in emerging economies. Utilities face seemingly endless imperatives today: improve reliability; reduce costs; increase efficiency; address environmental regulations; integrate renewable energy sources and electric vehicles to the grid. A smart grid can help address all of these priorities.The ProSidian Engagement Team Members work to provide Technical Assistance ("TA"), management, and program support deliverables for a grant to the Cote D'Ivoire Ministère de l'Economie et des Finances ("Ministry of Finance"), acting through the Ministère du Pétrole, de l'Énergie et des Énergies Renouvelables ("Ministry of Energy") and Société des Energies de Côte d'Ivoire ("CI-ENERGIES") (together, the "Grantee") in collaboration with the Agency for the improvement of the electricity grid ("Project") in Côte d'Ivoire ("Host Country").The country aims to become an emerging country by 2020 thanks to a strong economic growth, based on the development of all sectors of the economy. The goal is to improve, ultimately, the quality of life by adopting measures and reforms that help accelerate people's access to basic goods and services.The Terms of Reference for the proposed Study includes the following tasks: Task 1 Project Preparation and Kickoff Meeting | Task 2 Analysis of the Ivorian Electrical System | Task 3 Benchmark of Best Practices in Reducing Losses in Electricity Networks | Task 4 Loss Reduction Strategy | Task 5 Implementation Plan | Task 6 Monitoring and Evaluation Plan | Task 7 Capacity Building Training | Task 8 U.S. Sources of Supply Assessment | Task 9 Development Impact Assessment | Task 10 Final Report.The Smart Grid Electrical Engineer/Power Systems Analysis Expert shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position. Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.The Smart Grid Electrical Engineer/Power Systems Analysis Expert(s) must be an Electrical Engineer, with a Master in Electrical Engineering or equivalent. She/he must have at least five (5) years of experience in power system operation analysis. She/he must have a good proficiency of computer tools for electrical calculations (static and dynamic simulations) and a good practice of the French language (speaking and writing). The expert must have conducted at least two (2) comparable studies. A copy of the diploma and a statement proving that the Expert has such experience, citing the projects that enable her/him to fulfill these criteria (project name, country, dates, responsible administration, funder) are to be attached to submission. Experience in West Africa will be considered as a plus.Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.
