Director of Regulatory Affairs and Communication

Position Overview The Director of Regulatory Affairs and Communication (RAC) at Contra Costa Health Plan (CCHP or “Plan”) is a senior leadership role responsible for leading regulatory oversight, agency communications, Policy Management Program, regulatory audit support, and enterprise regulatory strategy. This position serves as the primary liaison with state and federal regulators, including the California Department of Health Care Services (DHCS), Department of Managed Health Care (DMHC), and Centers for Medicare & Medicaid Services (CMS). The Director oversees regulatory submissions, readiness activities, policy governance, and regulatory communications to ensure compliance with Medi‑Cal, Medicare, Knox‑Keene, and contractual requirements, partnering closely with Compliance, Operations, Medical Management, and Executive Leadership. Responsibilities Lead and oversee regulatory interactions with DHCS, DMHC, CMS, and other applicable agencies Lead the enterprise Policy Management Program to ensure organizational policies and procedures are current, compliant, and operationally effective Serve as the Chair of the Policy Management Committee Partner with Compliance leadership to support enterprise compliance program effectiveness Identify regulatory risks and escalation needs and provide recommendations to executive leadership Serve as the primary point of contact for formal regulatory correspondence and communications Lead and mentor regulatory affairs staff and support a culture of accountability and continuous improvement Collaborate with operational units to ensure regulatory compliance across delegated and internal functions Draft, review, and coordinate responses to regulatory inquiries, notices, interrogatories, deficiencies, and enforcement actions Qualifications Strong knowledge of Medi‑Cal and/or Medicare managed care regulatory affairs Experience in policy management programs Experience managing regulatory agency communications with DHCS, DMHC, and/or CMS Excellent written, verbal, analytical, and presentation skills Strong project management and organizational skills with the ability to manage multiple priorities and deadlines Certification in Healthcare Compliance (CHC) or similar certification preferred Experience supporting integrated Medicare‑Medicaid programs and delegated oversight models preferred Minimum Qualifications Possession of a master’s degree in Business Administration, Health Care Administration, Public Administration, Public Health, or a closely related field, or a bachelor’s degree plus two additional years of qualifying experience; five years of progressively responsible professional experience in health care administration, health plan operations, or a closely related field, including at least two years in a management or supervisory capacity.
