The Senior Project Manager plans, organizes, directs, and controls projects and project teams to accomplish program goals within cost and schedule guidelines. This position exercises discretion and independent judgment with respect to matters of significance to the business. The role supports execution of projects within ATI's submarine and shipbuilding industrial base portfolio and related defense industrial base initiatives, with an emphasis on project planning, execution, reporting, stakeholder coordination, and implementation of project outcomes. Essential Functions Manage assigned projects from startup through execution and closeout, ensuring compliance with applicable contracts, agreements, milestones, deliverables, and customer requirements. Establish, maintain, and review project scope, schedules, budgets, risks, assumptions, success criteria, and performance baselines; apply appropriate project controls, including some form of Earned Value Management, as required by the program. Lead development and maintenance of project planning and execution artifacts, including statements of work, project modifications, proposals, work breakdown structures, resource plans, status reports, and related documentation, ensuring proper revision control and documentation accuracy. Lead coordination with Government representatives, customers, performers, vendors, and internal cross-functional teams to track progress, resolve issues, support timely deliverable completion and acceptance, and facilitate effective project execution. Review invoices, analyze cost variances, support financial tracking, and maintain accurate project data and records in accordance with reporting and portfolio visibility requirements. Prepare and present project updates, briefings, and other materials for reviews, meetings, conferences, and sponsor interactions; plan and facilitate project team meetings as required. Identify, assess, and mitigate project risks and work with technical and program teams to resolve technical, programmatic, contractual, financial, and schedule issues. Support technical oversight and transition planning for projects involving industrial base development, manufacturing process improvement, technology maturation, and implementation efforts. Conduct or support technology assessments and recommendations related to manufacturing and industrial base initiatives, including areas such as automation and robotics, additive manufacturing, advanced inspection technologies, model-based engineering, digital thread and digital twin ecosystems, composites, and related production technologies, as applicable to assigned projects. Coordinate technical interchanges with Government sponsors, shipbuilders, OEMs, suppliers, academic performers, and other stakeholders to support technology insertion, process improvement, and transition execution in shipyard and supplier environments. Support planning for technology implementation activities, including development of Go/No-Go metrics, producibility targets, validation plans, and evaluation of throughput, quality, and cost impacts associated with proposed process or design changes. Provide day-to-day guidance to junior project management staff, program assistants, or program administrators, as assigned. Additional Responsibilities Interact daily with division leadership, contracts personnel, financial personnel, technical staff, customers, and ATI management. Track and coordinate project or program success stories with program leadership and the Business Development and Communications Department. Identify and assist in targeting related business development opportunities and support proposal preparation. Contribute to process improvement activities, standard operating procedures, and internal project management best practices. Perform other duties as assigned by the Program Manager, Technical Director, or division leadership. Qualifications

- Bachelor's Degree and five or more related years of experience or equivalent combination of experience and training, or a master's degree and three or more related years of experience or equivalent combination of experience and training. A degree in Engineering, Science, Supply Chain, Technical Program Management, or a related field is preferred.
- Project and/or process management experience is required. PMP certification is viewed favorably but is not required. Experience with government programs is viewed favorably but is not required.
- The ideal candidate is an independent, self-directed worker, team player, problem solver, and experienced leader with strong communication skills, including presentations, technical reports, meeting management, and group management. Prior experience working in multi-organizational teams is a plus.
- Strong computer skills, including intermediate Excel skills and proficiency in MS Office Suite-Word, PowerPoint, Outlook, and Project-are desired. MS Access experience is a plus.
- ATI anticipates filling multiple positions to strengthen our team. We seek strong project managers first and foremost; experience in one or more of these following disciplines is a valuable bonus.
- Experience includes shipbuilding, maritime manufacturing, submarine industrial base initiatives, defense manufacturing, technology development or transition, workforce development or technical training programs, supplier development, infrastructure modernization, strategic outsourcing, or supply chain management. Experience supporting Other Transaction Authority/Other Transaction Agreement projects, prototype efforts, or complex government-funded research and development portfolios is viewed favorably.
- Additional desirable technical experience includes one or more of the following domains: materials and processes, including composites, metals, and ceramics; design and structural analysis; robotics and automated manufacturing systems; digital manufacturing ecosystems, including digital twin and digital thread; AI/ML; modeling and simulation; additive manufacturing; welding engineering; systems engineering; and inspection technologies or nondestructive testing methods such as ultrasonic inspection and digital radiography, particularly in naval manufacturing environments.
- Highly desirable experience also includes implementing design or process changes in production or shipyard settings and coordinating technology transfer or implementation activities. Experience collaborating with Navy program offices, major shipbuilders, OEMs, and multi organizational project teams is similarly valued.
- Ability to travel to conferences, industrial facilities, shipyards, supplier sites, and meetings is required. Weekend travel is very infrequent; however, it may be needed to support client needs for an early Monday or late Friday event.
- This position will need the ability to access U.S.-only data systems-U.S. Citizenship is required and/or the ability to obtain and maintain a DoD security clearance may be required.
