Facilities Operations Technician

Job Summary

Under the immediate supervision of the Department Director or Supervisor, is responsible for a variety of skilled and unskilled tasks in the delivery of City services and maintenance of City buildings, roadways, grounds, and equipment.

General Duties

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

10% Performs minor electrical work, including streetlight repair, replacement, and troubleshooting.

10% Ability to perform repairs to structures, including drywall, painting, siding, roofing, electrical, and plumbing.

20% Plans and schedules annual and bi-annual facilities maintenance, including roofing, siding, window replacements, HVAC, emergency generators, flooring, and painting. Coordinates backflow testing and fire suppression compliance citywide.

25% Maintains work orders by responding to various City departments and buildings by performing work within the scope of the essential position functions and by working with contractors and suppliers to obtain quotes, bids, and schedule work for projects beyond the scope of the essential position functions.

5% Repair streets, curbs, catch basins, broken sewer and water infrastructure, mowing, litter pick-up, leaf collection, snow and ice removal, dig ditches or trenches, rough and finished carpentry work, trim and/or cut trees and brush, minor concrete work, some welding, paint streetlights and traffic signal poles, installs flags and banners, assists with providing power to seasonal holiday displays and special event set-ups, and other related activities associated with the Service Department.

20% Maintains contact with City personnel/departments, contractors, suppliers, the public, and various government agencies/officials to obtain or disseminate information related to the essential position functions. Maintains storage of organizational supply inventory. Coordinates cleaning and maintenance contracts.

10% Meets all job safety requirements and all applicable OSHA safety standards that pertain to the essential functions; assists the Service Director and Human Resources Director in the scheduling and coordination of safety programming/training for Service Department employees.

OTHER DUTIES AND RESPONSIBILITIES:

(1) Performs other job-related duties as assigned.

(2) Maintains licensures and certifications.

(3) Demonstrates regular and predictable attendance.

Requirements

QUALIFICATIONS: An example of acceptable qualifications:

High school diploma or completion of equivalent (G.E.D.). Two (2) to five (5) years' related experience with basic understanding and troubleshooting of electrical, HVAC, and mechanical aspects of structures and vehicles. Preferred qualifications: completion of Trade School/Certificate Program, or Associate degree in related field.

LICENSURE OR CERTIFICATION REQUIREMENTS: (*indicates developed after employment)

Must possess and maintain a valid Ohio driver's license, Class B Commercial Driver's License (CDL), and must maintain insurability under the City's vehicle insurance policy. *Must be able to obtain and maintain CPR/AED and First Aid certification through the American Red Cross (or equivalent), per City policy.

Skill in: motor vehicle operation; use or operation of mowers, trimmers, tractors, back hoes, bucket trucks, skid steer, snowplow; use of bench and/or hand tools; use of mechanics' tools and equipment. Computer operation (including software/applications such as Microsoft Office, etc.) has proven ability in oral and written communication, organization, and time management; spelling, grammar, and mathematics.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:

Employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); works in the vicinity of floor or wall openings, elevated platforms, and/or runways; ascends and/or descends ladders, stairs, or scaffolds; works on and around powered platforms and/or vehicle mounted platforms; is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; works with electricity and is exposed to possible injury from electricity; exposed to possible injury from hazardous gases, chemicals, flammables, air contaminants, unclean or unsanitary conditions; works with moving mechanical parts of equipment or machines (e.g., belts, reels, blades, pulleys, etc.); exposed to possible injury from explosions and/or falling from high places; has exposure to fire; has exposure to hot, cold, wet, humid, or windy weather conditions; has exposure to shaking objects or surfaces; regularly required to lift, carry, push, or pull 75lbs. or less. Employee may be subject to irregular work hours and must be available 24/7 unless alternate arrangements have been approved by the supervisor. Exposed to vehicular traffic when working in the public right-of-way. Works in conditions requiring periodic sitting and computer work that may cause problems and/or irritate back, neck, and wrists; employee is often required to walk, use hands and fingers to feel, handle, or operate objects, tools, or controls, and to reach with hands and arms; specific vision abilities required by this job include close vision and the ability to focus.

Note: In accordance with the U.S. Department of Labor's physical demands strength ratings, this is considered medium to heavy work.

In cases of emergency, unpredictable situations, and/or department needs, employees may be required to lift, push, pull, and/or carry objects heavier than D.O.L. strength ratings recommend.
