Summary Inventory Management Specialist reports to the Associate Director of Patient Care service. You are responsible for inventory and lifecycle management of all non-expendable equipment in assigned areas. Position participates in strategic planning to support minor and major construction projects, activations of new facilities and reuse of existing space involving multi-million dollar projects. Exercises Ordering Officer Authority in determining best value and contract sourcing. Responsibilities Include but are not limited to: Coordination of equipment support and resolution of logistical and procurement problems. Conducting market research on clinical product pricing, performance and usage. Developing and supporting the creation of acquisition strategies to acquire and purchase durable medical equipment. Developing equipment integration initiatives including cost analyses, timelines, and implementation requirements for inclusion in annual budget projections and planning. Conducting research and maintaining perpetual inventory accounts for expendable equipment in a data base system. Determining required sources of equipment, technical instructions, and applicable written material. Conducting short-mid and long-term planning for new and replacement non-expendable equipment assets, lifecycle management, replacement scheduling, and forecasting based on workload and clinical trends. Researching and analyzing information to resolve equipment-related questions, support clinical operations, and recommend improvements to enhance patient care and equipment utilization. Requirements Conditions of Employment You must be a U.S. Citizen to apply for this job. To be considered for this position, you must complete all required steps in the process. In addition to the application and questionnaire, this position requires an online assessment. The online assessment measures critical general competencies required to perform the job. Selective Service Registration is required for males born after 12/31/1959. Physical Requirements: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the Equipment Inventory List (EIL). A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal or transferring of equipment between serviced locations and recycling centers. Subject to background/security investigation. Selected applicants will be required to complete an online onboarding process. Acceptable form(s) of identification will be required to complete pre-employment requirements ( Effective May 7, 2025, driver's licenses or state-issued identification cards that are not REAL ID compliant cannot be utilized as an acceptable form of identification for employment. Participation in the seasonal influenza vaccination program is a requirement for all Department of Veterans Affairs Health Care Personnel. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You will not be contacted for additional information. Preferred Experience: Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) levels I,II,III certification and experience. In addition to meeting the Time-In-Grade Requirement you must meet the Minimum Qualification Requirement below. Minimum Qualification Requirement: GS-07 Level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manage multiple inventory control records in an automated system such as VISTA. Coordinate with customers and develop plans, formulate policies and identify tracking measures for equipment distribution. Develop tracking and analyzing methods by utilizing Microsoft Word documents, spreadsheets and other tools to manage equipment inventory status. Disposes of surplus or excess property in accordance with directives and procedures. Conducts spot checks of items as required. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full year of graduate level education or, superior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of GS-05 level specialized experience directly related to the work of the position and education beyond a bachelor's degree may be used to qualify. GS-09 Level Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interprets rules and regulations relating to hospital admission; outpatient care, nursing home, dental treatment, patient transfer and beneficiary travel. Guides all personnel assigned to other than normal tours of duty, such as medical clerks, telephone operators, admitting and clinic clerks. Assists in preparing administrative reports and correspondences for leadership. Prepares daily reports such as gains and losses report, activity logs and other related statistical reports. Interviews and counsels Veterans concerning law and regulatory guidelines on enrollment and eligibility for healthcare benefits. Investigates unusual incidents involving welfare, injury, abuse of patients; loss of personal property, etc. Coordinates non-routine contacts received after regular operating hours. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's degree or equivalent graduate degree; or, two full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree; or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of GS-07 level specialized experience directly related to the work of the position and graduate-level education beyond 18 semester hours counting towards a master's degree may be used to qualify.
