San Antonio Military Health System (SAMHS)

The SAMHS is led by Army (USA) and Air Force (USAF) general officers and is responsible for providing management and oversight of business, clinical, and educational functions of all Military Health System (MHS) medical treatment facilities (MTFs) located in the San Antonio metropolitan area. As one of the MHS' first Enhanced Multi-Service Markets (eMSM), the SAMHS is comprised of USAF and USA units. The SAMHS operates with a $1.2B budget and 12K staff who serve over 240K beneficiaries. As an integrated health system, the SAMHS continues to optimize the Direct Care

Direct care refers to military hospitals and clinics, also known as "military treatment facilities" and "MTFs." Direct care system while strengthening the collaboration with Department of Veterans Affairs and Private Sector Care partners.

Responsibilities

CSTRs are responsible for performing the following duties:

• Abstraction, coding, data entry, and quality improvement audits. Certified Specialist in Trauma Registries (CSTRs) are data information experts that capture a complete history, diagnosis, treatment, and health status for every eligible trauma patient according to program and regulatory requirements and guidelines.
• They ensure appropriate trauma patients are captured, assure accurate documentation of procedures and diagnosis, and other pertinent data necessary.
• All verified trauma facilities are required to provide trauma data to State, regional and national registries. In addition, Brooke Army Medical Center (BAMC) is a verified Level 1 Trauma Center established by the American College of Surgeons (ACoS) Committee on Trauma, therefore, BAMC is required to adhere to the Client Trauma Standards which include uniform coding as specified according to National Trauma Data Bank and Trauma Quality Improvement Program standards). This data provides essential information to researchers, healthcare providers, and public health officials to better monitor, treat and prevent trauma.
• CSTR's work with physicians, administrators, researchers and health care planners to provide support for trauma program development, ensure compliance of reporting standards, and serve as a valuable resource for trauma information with the ultimate goal of preventing and controlling traumatic injuries. CSTRs abstract a wide range of medical data from the EMR and code it in compliance with data standards. CSTRs must maintain a thorough understanding of anatomy and physiology, medical terminology, surgical procedures, as well as ICD-10 coding guidelines to inpatient diagnoses and procedures.
• All coding is correlated from supporting clinical documentation in the medical records. CSTRs also participate in the development of coding policies and procedures as identified as well as independently research and solve complex coding problems and assist with special projects as required.
• CSTRs also ensure adherence to data management protocols as set forth in state and national requirements, departmental standards, perform other related duties incidental to the work described herein.

Qualifications

• Must be certified as Specialist in Trauma Registry by the American Trauma Society (ATS)
• Shall have completed the most recent version of the Association for the Advancement of Automotive Medicine Injury Severity Scoring course (AAAM)
• Must have twelve (12) months experience as a CSTR and in ICD-10 (or most current) medical and procedural coding, as well as a working knowledge of Trauma Quality Improvement Program and National Trauma Data Bank elements.
• Shall complete necessary continuing education to include all TQIP monthly education experiences (including quizzes) and the TQIP yearly update training

Regular Hours - 7.30 – 4.30 M-F

In support of contingency operations, employees will be notified in advance that they are scheduled to work a short-term non-standard work week that runs from Sunday through Saturday with operational hours from 0600 to 1800. A non-standard work week will be assigned a start and stop time for task performance between the hours of 0600 to 1800 and will work no more than eight hours each day. A non-standard work hour schedule will not be scheduled for more than 80 hours in a two-week period. Duty hours include a one hour (per 8-hour shift), non-compensable lunch break. Contract personnel working through their designated lunch period will not be compensated for that time. The Government will ask for volunteers for contingent non-standard work week schedule. The frequency to require short term notification, identified as within 24 hours, will be infrequent.
