Supply Systems Analyst
Prolog Inc.
Job Description
Job Description
ProLog, Inc. is building a team for an anticipated Defense Logistics Agency (DLA) Distribution opportunity. The contract will support warehouse and distribution operations in a sustained, audit-ready environment, including receiving, storage, inventory, issue processing, packaging, transportation, equipment support, and related mission functions. This position is contingent upon contract award, final funding, Government acceptance of the candidate, and completion of all required security and access actions.
POSITION SUMMARY
The Supply Systems Analyst will analyze DLA supply transactions, system behavior, procedures, and operational data to identify problems and improve the flow and control of material through receiving, storage, warehousing, issue, packing, and transportation functions.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Analyze DLA WMS and related Government-system transactions and data to identify operational, procedural, data-quality, and system issues.
- Research functional problem areas and determine root causes, downstream impacts, and recommended corrective actions.
- Evaluate the feasibility and impact of consolidating, eliminating, expanding, or changing interrelated supply-system functions.
- Assess new or proposed system, policy, regulation, and process changes and communicate operational impacts to management and functional users.
- Coordinate with Government and contractor functional users to resolve system and procedural problems.
- Conduct studies, reviews, investigations, data reconciliations, and transaction tracing across the distribution process.
- Support audit readiness, evidential-matter retrieval, internal-control validation, performance analysis, and corrective-action development.
- Collaborate with the Government Supply Systems Analyst, Storage Specialist, Inventory Manager, Production Manager, and other functional leads.
- Develop clear analyses, reports, recommendations, job aids, and briefings for technical and nontechnical audiences.
MINIMUM QUALIFICATIONS
- At least three years of experience using DLA WMS or an equivalent automated warehouse management system within the past five years.
- Broad knowledge of supply-program relationships, distribution operations, and the policies and procedures used to manage material from receipt through shipment.
- Demonstrated experience analyzing transactions and operational data and resolving system or procedural problems.
- Ability to conduct detailed research, studies, reviews, and investigations and present supportable recommendations.
- Strong analytical, problem-solving, documentation, and collaboration skills.
SECURITY, SUITABILITY, AND ACCESS REQUIREMENTS
- No named national security clearance is specified for this position in the draft PWS.
- Must be eligible for access to a DoD installation and successfully complete the Government-required Moderate Risk Personnel Security Investigation and suitability process for a public trust or sensitive position.
- Must obtain and maintain a DoD Common Access Card (CAC), installation identification badge, PKI token, and controlled-area access, as applicable to assigned duties.
- Because the position is expected to use DLA WMS and other Government systems, must be eligible for minimum IT II access, including submission of required access forms and a favorably adjudicated T3 investigation, unless the Government approves an exception.
- Must safeguard classified information, Controlled Unclassified Information (CUI), proprietary information, Government systems, facilities, property, and mission data in accordance with DoD, DLA, CMMC, and local installation requirements.
- Must complete initial and recurring security training, including CUI, Antiterrorism/Force Protection, OPSEC, Counterintelligence, INFOSEC, and Combating Trafficking in Persons training.
- Must comply with visitor-control, key-and-lock-control, incident-reporting, suspicious-contact-reporting, and local force-protection procedures.
KEY PERSONNEL AVAILABILITY REQUIREMENT
As designated Key Personnel, the employee must be available, upon notification, to meet Government personnel on-site within one hour during normal duty hours and within two hours outside normal duty hours, unless in an approved excused-absence status. The position may also require extended hours, alternate shifts, emergency response, continuity operations, holiday on-call support, and work during heightened force-protection conditions.
PREFERRED QUALIFICATIONS
- Hands-on experience with DLA WMS, DSS, AMPS/RBAC access concepts, QLIK, FEDLOG, FLIS, or related DoD logistics systems.
- Experience supporting audit readiness, inventory reconciliation, internal controls, or Government distribution operations.
WORK ENVIRONMENT
Work is performed primarily in warehouse, industrial, transportation, and administrative areas on a military installation. The employee must be able to move safely through operational areas, comply with personal protective equipment and local safety requirements, work around material-handling equipment and vehicle traffic, and maintain performance during changing access or force-protection conditions.
EMPLOYMENT CONDITIONS
Selection and employment are contingent upon contract award, final labor authorization, Government acceptance where required, verification of experience, successful completion of background and security processes, and the ability to obtain and maintain all credentials, access, training, and clearances required for the position. The final job duties, location, schedule, and qualifications will be governed by the awarded contract and may be updated when the final solicitation and site-specific Attachment 2 are issued.
