External Partnerships Operations Manager

Position Summary

The External Partnerships Operations Manager will be supported by the Public Health Infrastructure Grant (PHIG) and will be part of a team that is working to strengthen core public health foundational capabilities across the agency. Partnership development is foundational to the success of a public health agency because public health problems cannot be solved by the health department alone. Strong partnerships connect the agency with the people, organizations, resources, and knowledge needed to improve community health. The position coordinates the availability and deployment of Department resources, including personnel, supplies, materials, facilities, information, and other operational supports; assists programs with planning and implementation of community-facing activities.

Responsibilities

• Under the direction of high-level state officials, this position is responsible for performing complex administrative and supportive tasks involved in the implementation and administration necessary to support Department programs and initiatives involving community-facing activities. Oversee the official agency files and records and to ensure their accuracy and are kept current; and maintains systems and records necessary to support program operations.

• Study and analyze operational procedures and assist with identifying operational needs, gaps, duplication, resource limitations and opportunities for continuous quality improvement.

• Coordinate workflow across Department programs and external partners.

• Convene and facilitate regular meetings with internal and external stakeholders, disseminate meeting minutes, and follow up on action items.

• Organize, analyze, and summarize program information and develop practical recommendations.

• Prepare detailed and comprehensive reports of findings and recommendations and present to executive leadership.

• Must maintain detailed accurate records, tracking systems, inventories, directories, and other administrative systems.

• Perform additional duties as required, miscellaneous tasks, secondary responsibilities, and ancillary functions.

Knowledge, Skills, and Abilities

• Knowledge of the principles and administrative practices of program planning, coordination, implementation, and evaluation.

• Working knowledge of public health programs, state and community resources, and the relationships among governmental agencies, community organizations, healthcare systems, and other service organizations.

• Ability to coordinate multiple programs, projects, activities, deadlines, and resource requirements simultaneously.

• Ability to establish priorities, manage competing deadlines, and follow projects through to completion.

• Ability to establish and maintain effective working relationships with Department officials, professional staff, state and local agencies, community organizations, healthcare providers, contractors, grantees, and the public.

• Strong written, verbal, listening, organizational, and interpersonal communication skills.

• Ability to exercise independent judgment in carrying out assigned responsibilities within applicable laws, regulations, policies, procedures, and administrative direction.

• Ability to work independently while maintaining effective communication with supervisors, program staff, and collaborating organizations.

• Ability to work respectfully and effectively with individuals and organizations representing varied communities, professional backgrounds, and areas of expertise.

• Bilingual or multilingual skills are beneficial but are not required.

• Ability to travel to locations throughout Rhode Island as necessary to perform assigned duties and valid driver's license and reliable transportation required.

Education

• Bachelor's degree in Public Health , Community Health, Public Administration, Social Work, Human Services, Health Education, Communications, Business Administration, or a closely related field.

Experience

• Experience gained through employment involving program coordination, program administration, project implementation, resource coordination, community-based program operations, public health administration, human services, or a related field.

• Experience coordinating public health programs, governmental initiatives, community-based programs, healthcare programs, grants, events, or multi-organizational projects is highly desirable.

• Community Health Worker certification or other relevant professional certification may be beneficial but is not required.
