The Recreation Division is comprised of 21 community centers, the Fort Worth Nature Center & Refuge, Log Cabin Village, and Aquatics. The City of Fort Worth Park & Recreation Department is made up of 13,135 acres of parkland and includes 308 park and recreation facilities. From hiking and bike trails to fitness centers, the Park & Recreation Department is a vital part of Fort Worth, Texas and is an exciting and vivacious place to work.The Management Analyst II is responsible for analyzing all aspects of the financial system as it pertains to the Recreation Division including more than $16 million in general fund expenditures and ensuring the necessary funds are in the correct accounts and fund centers. The position requires detailed analysis and guidance to management regarding the operational and capital budget processes of the City. This role demands a strong sense of urgency, accuracy, sound judgment, and the ability to work with many different people. Demonstrated ability to respond effectively and efficiently while remaining flexible, responsible and extremely adaptable is essential. Being proactive and with the ability to simplify is important. The position reports to the Assistant Director and is responsible for supervision of administrative staff including training and administering performance appraisals.Minimum Qualifications:Master's degree from an accredited college or university with major course work in Public Administration, Finance, Business Administration, or related fieldTwo years of experience in the analysis of processes, procedures, operations, systems or methods, including experience in the functional area of assignment such as budget/financial management, research analysis or related experiencePreferred Qualifications:Knowledge of municipal/government budgetingAccounts Payable and PurchasingCapital & Operating BudgetingFinance monitoring, reconciling, capitalizationPeopleSoft Financials, or similar ERP Financial suitesOracle Hyperion (budgeting)Advanced Excel skillsAbility to analyze and resolve complex financial issuesSupervisory experienceExceptional customer service skillsThe Management Analyst II job responsibilities include:Prepare and assist with the development of division's budget as it pertains to salaries, staffing, office supplies, machinery and equipment; assist with revenue analysis and fee benchmarking and reviewCreate supporting details for the budget; identify possible budget overrunsReview and prepare financial forecasts (for revenue and expenditure accounts)Monitor and approve expenditures for the divisionProvide a variety of analytical and research support on various projectsCompile, review and track document submittals to the Park & Recreation Advisory Board and City Council and review staff credit card purchases, and purchases in PeopleSoft FinancialsPrepare and present reports, assist with planning, developing and implementing work plans to include goals and objectives and attend meetings regularly to gather information for the division and departmentWorking Conditions and Physical Demand:Depending on assignment, positions in this class typically require touching, talking, hearing, seeing, grasping, standing, stooping, kneeling, crouching, reaching, walking and repetitive motions.Sedentary Work – Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects.
