Facilities Maintenance Technician I/II/III

The Town of Holly Springs is seeking a Facilities Maintenance Technician I/II/III to serve in the Public Works department. These positions are responsible for providing various levels of technical work in the maintenance and repair of Town buildings and facilities. The position is designated as essential/critical infrastructure personnel required to report to work or remain on duty during declared emergencies, severe weather events, or natural disasters.

Reports to the Facilities Supervisor. Works under general supervision of the Supervisor. Work is checked for accuracy, quality, and adherence to instructions. Employee may need to occasionally choose from defined alternatives to resolve problems but consults with Supervisor on matters not covered by guidelines. Technicians have no supervisory responsibilities. The work schedule is business hours with occasional evening and weekends. The starting annual salary range is $44,304.88-$52,758.23 (Grade C/D/F).

Maintenance Technician I Duties

• Keeps restrooms clean/disinfected and supplied with soap, towels, and tissues.
• Sweeps, mops, and buffs floors in offices, hallways, and other facilities.
• Performs scheduled floor maintenance including scrubbing, buffing, stripping and refinishing.
• Washes windows, screens, walls, and light fixtures.
• Empties garbage and other trash receptacles; separates recyclables.
• Performs set-up, take down, and cleaning of all meeting rooms and areas.
• Dusts, cleans, and polishes furniture.
• Sanitizes high-touch areas.
• Vacuums, shampoos, and does spot cleaning on carpeting.
• Performs lawn mowing, trimming and all lawn maintenance for assigned facilities.
• Assists with snow removal for sidewalks involving snow blower operation, shoveling, and spreading salt.
• Replaces light bulbs and other supplies.
• Carries out routine tasks such as raising flag, assisting with deliveries, etc.
• Makes minor repairs to the buildings, furniture, and equipment.
• Performs related work throughout the Town's facilities as assigned.
• Operates grounds vehicles, lawn care, and snow removal equipment.
• Ensures all work is done according to standard practices, design specifications, and building codes.
• Ensures proper care and maintenance of tools and equipment.
• Ensures all activities are carried out in a safe manner; adheres to all Town safety regulations; ensures all regulations pertaining to the safe use of equipment are understood and followed.
• Reports all accidents to the appropriate authority. Follows all policies for reporting.
• Provides backup assistance to other department personnel as needed.
• Maintains appropriate records including complete equipment repair history, work orders, daily job card, and other related data.
• Provides exceptional customer service to building occupants which include Town staff and the public. Effectively communicate with stakeholders.
• Other duties as assigned.

Maintenance Technician II Additional Duties

• Performs maintenance and repair including painting, general carpentry, flooring, renovations, moving furniture, drywall, and roof repair, light fixture repair, plumbing fixture repair, installation of flooring materials.
• Cleans, sanitizes, and ensures proper disposal of waste materials, which could include hazardous materials.
• Responds to emergency situations concerning malfunctioning equipment, to provide assistance as directed.
• Performs preventative maintenance to systems; reviews log for specific assignments; logs completed work.
• Reviews building automation system, checking for system abnormalities; follows up with walkthrough to verify proper temperatures and equipment operation for occupant comfort and safety.
• Assists with the maintenance and repair of HVAC, plumbing, and electrical systems.
• Assists with the preparation of boilers and chillers for inspection.
• Assists with testing safety equipment including fire alarm systems, building sprinkler system, panic alarms, intercom system, emergency power supply generators, transfer switches, etc.
• Cleans, lubricates, and performs preventive maintenance or repair on equipment.

Maintenance Technician III Additional Duties

• Responds to emergency situations concerning malfunctioning building equipment including HVAC, natural gas, electrical, domestic water, boilers, chillers, generators, fire alarm system, etc.; analyzes situation and takes appropriate action.
• Operates, adjusts, and repairs water/steam boilers, chillers/heaters, cooling towers, air handlers, exhaust fans, variable air volume systems, unit heaters, gasoline/diesel pumps, circulating pumps, and water softeners.
• Repairs plumbing problems such as leaks, clogs, and continuously running fixtures.
• Performs preventative maintenance to systems; reviews log for specific assignments; logs completed work.
• Reviews building automation system checking for system abnormalities; follows up with walkthrough to verify proper temperatures and equipment operation for occupant comfort and safety.
• Performs water chemistry analysis on closed water loops, cooling towers, and domestic water.
• Troubleshoots, adjusts, and repairs heating, ventilation and air conditioning electronic control systems including variable frequency drives, programmable control modules, system circuit boards, electronic valves, and associated wiring.
• Reviews building blueprints, wiring schematics, installation, operation, and service manuals to diagnose and repair building systems.
• Prepares boilers and chillers for inspection.
• Troubleshoots and repairs security systems including electronically operated doors, intercom/phone systems, lighting controls, etc.
• Tests critical safety equipment including fire alarm systems, building sprinkler systems, panic alarms, intercom systems, emergency power supply generators, and transfer switches, etc.
• Assists with training new employees in their job duties.
• Reports to work for after hour needs, as assigned.
• Performs all the duties of the Maintenance Technician II, as assigned.
• Other duties as assigned.

Knowledge, Skills, and Abilities

Knowledge of rough carpentry, finish carpentry, metal fabrication (welding), electrical wiring, plumbing, and heating/cooling systems. Knowledge of the methods, techniques, and practices in the operation, repair, and maintenance of buildings, facilities, and equipment. Knowledge of electrical, plumbing, HVAC, electronics, pneumatics, and digital controls. Knowledge of computer technology relating to building systems and maintenance software programs. Knowledge of safe operation and maintenance of tools, equipment, and facility systems. Knowledge of Personal Protective Equipment. Knowledge of mechanical systems, pneumatic, and electronic control systems, air flow measurement, air and hydronic balancing, indoor air quality, and thermal comfort guidelines, heating, ventilation, air conditioning, and applicable building codes. Ability to read and interpret HVAC drawings, control schematics, blueprints, electrical code specifications, and diagrams for installation and repair of building control systems and HVAC equipment. Knowledge of applicable regulatory, building, and trades guidelines and codes. Knowledge of the operation, care, and repair of maintenance equipment and tools. Working knowledge of occupational hazards (OSHA) and safe work practices. Knowledge of the policies and procedures of the Town. Ability to establish and maintain accurate records of assigned activities and operations. Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations. Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority. Ability to perform detailed work accurately and independently in compliance with stringent time limits requiring minimal direction and supervision. Ability to think quickly, maintain self-control, and adapt to stressful situations. Knowledge of computer software including word processing, spreadsheet, and database applications consistent for this position. Ability to perform mathematical calculations required of this position. Ability to understand and effectively carry out verbal and written instructions. Ability to apply sound judgment and discretion in performing duties, resolving problems, and interpreting policies and regulations. Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing. Ability to handle sensitive interpersonal situations calmly and tactfully. Ability to work the allocated hours of the position and respond after hours as needed.
