Work hours may vary based on operational needs, projects, facility emergencies, and other business requirements. May be required to respond outside normal working hours, including evenings, weekends, and holidays. General Purpose/Description The Facilities Manager plans, organizes, directs, and evaluates the maintenance, repair, safety, readiness, and operation of Arizona Fire & Medical Authority facilities and related equipment. The position provides direct supervision and leadership to assigned facilities personnel, establishes preventive maintenance and inspection programs, coordinates facility projects and vendor services, and ensures Authority facilities remain safe, functional, organized, and responsive to operational needs. The Facilities Manager serves as the Authority’s primary operational resource for facility conditions, maintenance priorities, work-order coordination, inventory control, contractor performance, regulatory compliance, and timely resolution of facility service needs. Supervision Exercises direct supervision over Building Maintenance Technician I, Building Maintenance Technician II, courier personnel, temporary employees, and other assigned personnel. Provides functional direction to contractors and vendors performing work at Authority facilities. Assigns and evaluates work; establishes priorities; provides training, coaching, and corrective guidance; participates in employee selection; and supports employee development and performance management activities. Essential Functions Plans, organizes, directs, and evaluates facility maintenance, repair, inspection. Supervises, trains, and evaluates assigned personnel, including establishing work priorities, scheduling assignments, reviewing completed work, ensuring appropriate operational coverage, conducting performance reviews, and conducting corrective action if needed. Develops and administers preventive maintenance and inspection programs for Authority buildings, mechanical systems, equipment, and related assets. Receives, evaluates, prioritizes, assigns, and tracks facility service requests and work orders based on safety, operational urgency, facility readiness, staffing, and organizational needs. Inspects Authority facilities and equipment to identify safety concerns, mechanical deficiencies, recurring problems, deferred maintenance needs, and potential operational disruptions. Develops short- and long-term operational plans for facility repairs, renovations, replacements, preventive maintenance, and equipment lifecycle needs. Manages facility projects from initial assessment through completion, including developing scopes of work, coordinating schedules, communicating access requirements, monitoring progress, resolving operational issues, and verifying satisfactory completion. Coordinates emergency repairs and facility responses that may occur outside normal working hours. Coordinates vendor and contractor services in accordance with Authority procedures and established project requirements. Administers service agreements, warranties, maintenance schedules, and contractor relationships from an operational and performance standpoint. Reviews contractor performance, project documentation, and completed work to ensure compliance with established specifications, safety requirements, timelines, and quality standards. Oversees the inventory, storage, organization, distribution, and delivery of facility supplies, tools, equipment, parts, and commodities. Establishes and maintains appropriate inventory levels and accountability controls for Authority property, tools, supplies, and equipment. Maintains accurate facility records, inspection reports, maintenance histories, warranties, equipment documentation, work-order information, and asset-control records. Uses computerized maintenance-management, work-order, inventory, and asset-management systems to track assignments, completion times, recurring issues, equipment history, and preventive maintenance schedules. Develops and monitors performance measures related to work-order completion, facility condition, contractor performance, preventive maintenance, service responsiveness, and operational readiness. Ensures compliance with OSHA requirements, applicable building and fire codes, accessibility requirements, workplace-safety regulations, environmental requirements, and Authority policies. Develops and implements facility-related procedures, safety practices, inspection schedules, service standards, and operating guidelines. Coordinates facility access, security-related maintenance, utility interruptions, construction impacts, and service disruptions with affected Authority divisions and personnel. Serves as the primary facility liaison for construction, renovation, expansion, and major repair projects. Reviews plans, specifications, blueprints, technical manuals, equipment documentation, and other materials associated with facility projects and building systems. Provides technical guidance regarding electrical, plumbing, HVAC, carpentry, custodial, roofing, drywall, painting, warehouse, and general building-maintenance needs. Performs or assists with maintenance and repair work when necessary due to emergencies, staffing needs, or operational priorities. Instructs Authority personnel on the proper use, care, and operation of facilities and facility-related equipment. Communicates facility conditions, project status, service interruptions, maintenance priorities, and significant operational concerns to Authority leadership and affected personnel. Responds to questions and concerns from Authority personnel and provides professional, timely, and service-oriented support. Keeps assigned work areas safe, neat, clean, and orderly. Maintains professional education, certifications, and technical knowledge relevant to assigned responsibilities. Performs other related duties as assigned. Minimum Qualifications High school diploma or equivalent. Five (5) years of progressively responsible experience in commercial, governmental, public-safety, industrial, or institutional facility maintenance and operations. Two (2) years of lead, supervisory, project-management, or facilities-management experience. Experience coordinating building maintenance and repairs involving multiple trades, such as electrical, plumbing, HVAC, carpentry, custodial services, drywall, roofing, painting, or mechanical systems. Experience coordinating contractors, vendors, service agreements, work orders, inventory, warehouse activities, and facility projects. An equivalent combination of education, training, and experience may be considered when the applicant demonstrates comparable knowledge, skills, and ability to perform the essential duties of the position. Equivalency should include progressively responsible facilities-related experience and demonstrated responsibility for work coordination, project oversight, vendor or contractor coordination, and facilities maintenance operations. Knowledge, Skills, and Abilities Knowledge of principles and practices of facility management, building maintenance, preventive-maintenance planning, and facility-readiness programs. Knowledge of supervisory practices, including work assignment, training, performance evaluation, coaching, corrective guidance, and employee development. Knowledge of commercial or public-sector building systems, including HVAC, electrical, plumbing, roofing, mechanical, security, and life-safety systems. Knowledge of OSHA requirements, workplace-safety standards, hazard prevention, and safe work practices. Knowledge of applicable building, fire, accessibility, and environmental requirements. Knowledge of project-management principles, including scheduling, scope development, documentation, coordination, risk identification, and quality control. Knowledge of contractor oversight, service agreements, warranties, and vendor-performance monitoring. Skill in planning, organizing, assigning, and evaluating the work of maintenance personnel. Skill in managing multiple facility projects, work orders, deadlines, service interruptions, and operational priorities. Skill in identifying facility deficiencies and developing practical, safe, and sustainable solutions. Skill in preparing reports, specifications, scopes of work, operating procedures, schedules, and recommendations. Skill in coordinating contractors, vendors, consultants, Authority divisions, and external agencies. Ability to read and interpret blueprints, building plans, specifications, work orders, technical manuals, and equipment documentation. Ability to use computers, computerized maintenance-management systems, inventory applications, work-order platforms, spreadsheets, project-management applications, and standard office software. Ability to lead and develop a facilities-maintenance team and promote accountability, teamwork, and continuous improvement. Ability to make sound operational decisions during facility emergencies and time-sensitive situations. Ability to evaluate competing priorities and assign staff, equipment, contractors, and available operational resources effectively. Ability to establish and maintain effective working relationships with Authority personnel, vendors, contractors, public agencies, and community partners. Ability to monitor work quality and ensure projects and work orders are completed safely, timely, and in accordance with established requirements. Ability to communicate clearly and concisely, both verbally and in writing. Ability to work independently with limited direction while maintaining accountability for facilities operations. Preferred Qualifications Associate's or bachelor's degree in facilities management, construction management, engineering, public administration, or a related field. Certified Facility Manager, Facilities Management Professional, Certified Public Infrastructure Inspector, or another related professional credential. Experience managing facilities for a fire district, public-safety organization, municipality, governmental agency, healthcare organization, or similarly complex operation. Experience coordinating public-sector facility projects, competitive service solicitations, contractor work, and capital improvement activities. Experience using computerized maintenance-management or enterprise asset-management systems. Trade certification or advanced technical training in HVAC, electrical, plumbing, construction, or a related mechanical field. Special Requirements Must possess and maintain a valid Arizona driver's license with an acceptable driving record. Must meet Authority insurability requirements. Must be able to read, write, and speak English fluently. May be required to respond to facility emergencies outside normal working hours, including evenings, weekends, and holidays. Shall be required to travel between Authority facilities and project locations. May be required to obtain or maintain job-related certifications based on organizational needs. Tools and Equipment Used Equipment: General building and maintenance tools, ladders, testing equipment, vehicles, material-handling equipment, warehouse equipment, personal protective equipment, and inventory-management equipment. Software: Computerized maintenance-management systems, asset-control applications, inventory-management programs, work-order platforms, project-management applications, spreadsheets, and standard office software. Communication Tools: Telephone, email, radio, virtual meeting platforms, work-order systems, and scheduling applications. Physical Demands and Environment Work is performed in office, warehouse, mechanical, construction, indoor, and outdoor environments. The position requires regular walking, standing, bending, reaching, climbing, kneeling, crouching, and inspecting areas with limited accessibility. Work may involve exposure to extreme temperatures, noise, dust, fumes, moving equipment, electrical hazards, chemicals, construction activities, and other facility-related hazards. The employee may occasionally be required to lift or move materials and equipment weighing up to fifty (50) pounds and must be able to use required personal protective equipment.
