Job Title: Title Analyst Job Category: Project and Program Management Time Type: Full time Minimum Clearance Required to Start: DOJ MBI Employee Type: Regular Percentage of Travel Required: Up to 10% Type of Travel: Continental US The Opportunity For a long‑standing Department of Justice contract, CACI seeks a Title Analyst to support Fifth Amendment takings cases, including Rails‑to‑Trails, flood, and fire. Title Analysts should be experienced with comprehensive real property research, locating and reviewing modern and historical deeds, summarizing findings, and matching instruments using their legal descriptions to historical property records. Historical documents and maps are usually obtained from public records maintained at the National Archives and Records Administration ("NARA"). Title Analysts frequently contact these sources and retrieve documents related to landowner claims filed against the United States. Periodic trips to NARA in College Park, MD, may be required, and occasionally travel to local county offices can be necessary. Ideal candidates may be title analysts or examiners, law clerks, or paralegals. Demonstrated experience researching real estate records is strongly desired. Once documents and related materials are produced or sourced, Title Analysts review and summarize those materials and then work with federal trial attorneys to determine the legal significance of such evidence. Title Analysts may prepare Microsoft Excel spreadsheets to summarize critical aspects of railroad conveyances, including recording information, legal description, and the legal consequences of those documents. In conjunction with GIS Analysts, Title Analysts summarize conveyances and legal significance by landowner‑plaintiffs. Title Analysts need a working knowledge of document management software (such as Relativity) to readily access evidence, as well as familiarity with Excel and other Microsoft Office products to document and summarize findings. Title Analysts also generate and index documents to use as exhibits in briefs and at oral argument. Moreover, Title Analysts must be able to identify gaps in historical title records, inconsistencies within historic conveyances, and the failure or lack of proof of modern ownership interests. They draft written explanations of their findings to federal trial staff and for possible court presentation. Following the government’s principal case, Title Analysts may analyze attorney fees and expenses submitted by opposing counsel, organize those costs in Excel, and assist in compiling objections to such submissions. Responsibilities Title Analysts are expected to generate work product through locating, retrieving, reviewing, organizing, analyzing and summarizing various property records. The following litigation support duties may be included: Complex legal research Draft legal documents such as motions, briefs, and legal memoranda Review documents for relevance and privilege; assist attorneys with all phases of litigation, including recommending case strategy Serve as a team lead, reviewing and editing work product from other team members, such as Title Analysts and Paralegal staff May also testify at deposition or trial in support of their fact research. Qualifications A law degree is strongly preferred, but direct and substantial experience may substitute. At least two (2) years of experience working with real estate and property tax records. Experience as a Title Examiner or similar in a real estate, mortgage, or tax setting. At least one (1) year of experience on litigation support projects, including proven capabilities and communication skills to successfully interact with clients and attorneys. Working knowledge of federal and state court systems, legal research procedures, and legal research resources, and thorough knowledge of legal research tools such as LEXIS and Westlaw. Excellent written and oral communication skills. Excellent organization skills since all documents and notes must be maintained and organized for ready use and/or production to opposing counsel. In‑court trial experience. Experience with automated litigation support tools such as Relativity, Trial Director/OnCue, etc. Experience with GIS tools valued, e.g., ESRI mapping software involving real estate and related county and environmental datasets to: Gather property information from public and private sources. Input and process that information into GIS databases. Analyze and manage that data, and generate static and online maps for litigation and settlement purposes using standard ArcGIS software. Pay Range The proposed salary range for this position is: $66,100 - $135,600.
