Water Resources Engineer Salary Range: $77,001.60 – $107,827.20, Annually, DOQ/E Essential Duties and Responsibilities: Performs hydrologic, hydrogeologic, and water supply analyses to support long‑term planning, drought resiliency, and operational decision‑making; interprets data and applies engineering principles to evaluate aquifer and system performance. Assists in the evaluation and management of the Town’s integrated water supply portfolio, including groundwater, renewable supplies, and reuse systems; supports analysis used to inform water supply planning and implementation strategies. Applies engineering and technical principles to support water resources infrastructure projects, including well siting, drilling, testing, equipping, rehabilitation, and replacement; aquifer storage and recovery systems; raw water conveyance systems; pumping systems; transmission pipelines; and diversion structures. Supports the design and construction of water resources Capital Improvement Projects (CIP); coordinates with project managers, consultants, contractors, and Town staff to assist in project execution, compliance, and documentation. Develops, maintains, and utilizes data systems, databases, and analytical tools to monitor groundwater levels, evaluate aquifer performance, and support data‑driven planning and decision‑making. May oversee or provide technical direction for field data collection, monitoring, and coordination activities performed by support staff. Assists in the implementation and administration of water rights, including coordination with legal counsel and regulatory agencies; applies understanding of augmentation plans, exchanges, storage, and water rights decrees. Prepares technical memoranda, reports, mapping, and presentations; communicates technical information clearly to internal staff, leadership, boards, and the public. Reviews engineering plans, technical reports, and development submittals for compliance with Town standards, regulatory requirements, and consistency with water resources planning objectives. Coordinates with internal departments, developers, consultants, contractors, and regulatory agencies; supports resolution of technical issues related to water resources planning, permitting, and infrastructure. Supports long‑range planning efforts, including water resources master planning and utility system planning; evaluates infrastructure needs to support growth, development, and operational requirements. Responds to internal and external inquiries regarding water resources systems, projects, and water rights; provides accurate technical information and assists in issue resolution. Provides technical support to operations staff; evaluates system performance and provides recommendations related to infrastructure, system optimization, and timing of water supply use. Performs other duties as assigned or required. Customer Service / Communication: External contacts may include regulatory agencies such as the EPA, U.S. Army Corps of Engineers, USGS, and others. Responds to phone and email inquiries from internal and external stakeholders regarding water resources projects, well permitting, water rights, river conditions, CIP, historic well data, and other utility‑related matters. Provides technical input and recommendations to support resolution of issues related to water resources planning, well programs, and infrastructure. Work is performed under general supervision within established policies and procedures. Exercises judgment in applying technical knowledge and interpreting data. Work products are reviewed by a supervisor for accuracy, completeness, and attainment of objectives. Minimum Qualifications: An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered. Education: Bachelor’s degree in Engineering, Hydrology, Hydrogeology, Geology, Environmental Science, or a related field. Experience: Experience in water resources engineering, hydrology, or a related field; or a combination of education, training, and experience. Preferred Qualifications: Engineer Intern (EI), Hydrologist‑in‑Training (HIT), or Geologist‑in‑Training (GIT). Selected candidate may be required to earn one of the certifications within a reasonable time frame. Water Resources Project Manager Salary Range: $97,614.40 – $136,697.60 Essential Duties and Responsibilities: Manages and performs hydrologic, hydrogeologic, and water supply analyses to support long‑range planning, drought resiliency, and operational decision‑making; interprets complex data and develops recommendations related to aquifer performance and water supply reliability. Manages and contributes to implementation of the Town’s integrated water supply portfolio, including non‑renewable groundwater, renewable supplies, and reuse systems; evaluates system performance and supports development of water supply strategies. Plans, manages, and oversees water resources infrastructure projects, including well siting, drilling, testing, equipping, rehabilitation, and replacement; aquifer storage and recovery (ASR) systems; raw water conveyance; pumping systems; transmission pipelines; and diversion structures. Manages the design and construction of Capital Improvement Projects (CIP); responsible for project scope, schedule, and budget; coordinates with consultants, contractors, and Town staff to ensure compliance with regulatory requirements and Town standards. Oversees development and application of data systems and associated field monitoring programs used to evaluate groundwater, surface water, and system performance to best support data‑driven planning and capital investment decisions. Coordinates and supports administration of water rights in collaboration with legal counsel and regulatory agencies; evaluates and develops recommendations related to augmentation plans, exchanges, storage, and water rights decrees. Prepares and delivers technical memoranda, reports, and presentations; communicates complex technical and regulatory information to staff, leadership, boards, and the public to support decision‑making. Reviews engineering plans, technical reports, and development submittals for compliance with Town standards, regulatory requirements, and alignment with water resources planning objectives and infrastructure capacity. Coordinates with internal departments, developers, consultants, contractors, regulatory agencies, and regional partners; facilitates resolution of technical, permitting, and project‑related issues. Leads and contributes to water resources master planning and long‑range water supply planning; evaluates infrastructure and system needs to support growth, development, and operational demands. Responds to internal and external inquiries regarding water resources systems, projects, and water rights; provides technical guidance and resolves complex issues within established policies. Provides technical leadership and coordination with operations staff; evaluates system performance and develops recommendations related to infrastructure improvements, system optimization, and timing of water supply use. Work is reviewed by the Water Resources Manager for overall performance, attainment of objectives, and alignment with program goals. Minimum Qualifications: An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered. Education: Bachelor’s degree in Engineering, Hydrology, Hydrogeology, Geology, Environmental Sciences or a related field. Experience: Four (4) years of progressively responsible experience in water resources engineering, hydrology, water supply planning, or delivery of water resources capital projects; or an equivalent combination of education, training, and experience. Licenses and / or Certifications Required: A valid Colorado driver’s license. Preferred Qualifications: Professional Engineer (PE), Professional Hydrologist (PH), or Professional Geologist (PG). Selected candidate may be required to earn one of the above within a reasonable time frame. Physical Demands: Sedentary work for long periods of time. Occasional physical work lifting no more than 10 pounds; lifting, carrying, walking, and standing. Occasionally required to use hands and fingers, reach with hands and arms, and stop, kneel, crouch or crawl. Frequent hand‑eye coordination to operate personal computer and office equipment. Vision for reading, recording and interpreting information. Speech communication and hearing to maintain communication with employees and citizens. Works primarily in a clean, comfortable environment. This position will conduct on‑site project evaluations and attend out‑of‑office meetings. Equipment Used: Uses standard office equipment including a personal computer system. This position may require the incumbent to occasionally use personal equipment (e.g., vehicle, cell phone, tools) in the course of their employment.
