AuthoraCare Collective is currently seeking a Procurement Specialist. This is a f ull-time hybrid position Monday - Friday, 8:00am - 5:00pm with an o ffice base in Greensboro, NC.

Position Summary:

The Strategic Sourcing Specialist (Procurement Specialist) is responsible for overseeing AuthoraCare's procurement and supply chain management for services and products.


This role focuses on creating and implementing strategic sourcing plans that align with the organization's goals to ensure cost-effective, high-quality supply and service solutions. The position requires strong analytical skills, excellent negotiation abilities, and deep knowledge of the healthcare sector.

Requirements

Required Qualifications:

• Bachelor's degree in business or related field.
• Experience - Minimum of five years in strategic sourcing or procurement, preferably in the healthcare industry.
• Proven contract negotiation experience.
• Must be able to drive and travel as needed.
• Other: Valid state-issued driver's license required. Must carry automobile liability insurance at limits required by agency. Must have own transportation.

Key Responsibilities:

Strategic Sourcing Specialist

1. 1. Strategic Sourcing

i. Articulates and positively impacts AuthoraCare's Supply Chain needs within all AuthoraCare locations.

ii. Creates strategies to bring non-contracted products and services under contract and assuring the best contract coverage for assigned categories.

iii. Works closely with service line leaders to identify standardization opportunities and product/service evaluations.

iv. Develops and implements consistent tools and processes to communicate and measure strategic sourcing activities across the organization.

v. Negotiates contracts with suppliers, evaluating bids and proposals, and making award decisions

1. 1. Supplier Relationship Management

i. Leads initial market research and vendor profiles to assist in vendor selection.

ii. Uses Supplier Relationship Management best practices throughout negotiations, contracting, onboarding, ongoing business, and renewal.

iii. Evaluates suppliers and negotiates price, quality, specifications, and scope of services based on a category sourcing strategy.

iv. Evaluates supplier performance by reviewing reports and customer feedback; resolves issues and implement solutions to address negative supplier performance.

v. Coordinates the integration of new suppliers into the procurement system.

1. 1. Contract Negotiation

i. Proactively identifies and negotiates contract opportunities to leverage the buying power of AuthorCare and its purchasing affiliates to lower the cost of procurement of goods and services.

ii. Leverages tools to facilitate strategic sourcing and manages the Request for Proposal process.

iii. Activates GPO contracts when those contracts align with AuthoraCare's interests.

iv. Creates and reviews reports showing the status of in-process contracts.

v. Initiates negotiations, extensions, or termination of agreements with suppliers, manufacturers, service providers, and equipment providers.

vi. Maintains a sourcing calendar to regularly review contracts and proactively renegotiate contracts based on internal customer feedback.

vii. Works with AuthoraCare Collective's Aggregator (OSHN) to ensure pricing fidelity and contract connections.

1. 1. Market Analysis

i. Collects and interprets procurement data, including cost analysis reporting, benchmarking expenditures, and return on investment.

ii. Tracks markets to anticipate customer needs, changes to those needs, and the impact of existing contracts or the development of future contracts.

iii. Monitors inflation and its impact on forecasting/budgeting.

1. 1. Cost Management

i. Monitors and manages commodity budgets and implements strategies for cost reduction without compromising quality.

ii. Works with cross-functional teams to determine actual-to-budget misses and assist in making adjustments.

1. 1. Compliance / Risk Management

i. Ensures contracts meet all regulations and customer needs such as establishing a set of standard terms and conditions.

ii. Reviews and interprets vendor contacts for accuracy and completeness.

iii. Analyzes supplier change requests to existing contracts and approves changes or revisions.

1. 1. Collaboration

i. Partners with stakeholders, executive leaders, and department heads to understand business needs. As a result, the Strategic Sourcing Specialist can establish requirements, scope, and criteria for procurement projects.

ii. Develops and implements consistent tools and processes to communicate and measure strategic sourcing activities across the organization.

iii. Participates/Leads procurement sourcing teams for the research, bid, and contract management of supplies, equipment, and services.

iv. Participates in strategic planning to target future cost savings with appropriate commodities.

v. Builds and leverages internal business partner relationships to create value-focused strategies that align with goals.

vi. Proactively sees business optimization and cost savings and develops data-driven business cases to support their initiatives.

vii. Assists in all purchasing activities.

1. 1. Specific Functions not otherwise covered:

i. Contract Management Platform Management

1. Manage AuthoraCare Collective's Contract Management Platform (CMP) to include, but not limited to:

a. Ensuring new documents are indexed and uploaded using a standard process within 5 business days.

b. Run monthly reports for expiring agreements and meet with stakeholders for needed actions.

c. Educate staff as required to effectively use the CMP.

d. Ensure any new AuthoraCare Collective affiliated entities have required documents uploaded into the CMP per the timeframe established by leadership.

e. As require, generate standard work documents to memoralize approved use of the CMP.

ii. Electronic Signature Platform Management

1. Manage AuthoraCare Collective's electronic signature (ES) platform to include, but not limited to:

a. Oversee proper utilization of the ES by processing monthly subscription fees and working with stakeholders accordingly.

b. Oversee new user addition to the ES as needed.

c. Educate AuthoraCare Collective staff on ways to improve productivity by using ES Templates, etc.

iii. Medical Supply and Facility Formulary Management

1. Manage AuthoraCare Collective's medical supply and facility formulary by partnering with the appropriate stakeholders and effectively communicating changes/updated to include, but not limited to:

a. Maintain a master medical supply formulary for AuthoraCare Collective specific to each division and business unit (IPU, LTC, Home Health, Hospice Home Care, Supply Rooms, etc.)

b. Manage the master formulary to address changes in SKUs associated with product changes (updates, deletions, additions, etc.)

c. Communicate formulary changes to stakeholders so HCHB will effectively sync with AuthoraCare Collective's medical supply distribution vendor.

d. Communicate formulary changes to inventory clerks to update shelf labels accordingly.

e. Maintain shelf labels for supply rooms to facilitate efficient ordering practices.

f. Facilitate the Product Selection Team when required to add, change, or delete a key medical supply.

iv. Vendor Management

1. Manage AuthoraCare Collective's vendors by facilitating necessary vendor introduction to AuthoraCare Collective stakeholders and overseeing business review meetings to include, but not limited to:

a. Use a standard New Vendor Introduction method to all affected stakeholders

b. Provide new vendor credentials, key agreement terms, vendor W9, and other relevant information to internal stakeholders to ensure effective use and claims processing.

c. Educate key stakeholders on new vendor relationships.

d. Create a New Vendor Agreement Summary document to share with key stakeholders during their New Vendor Orientation.

e. Review the initial invoices for services following introduction of a new vendor or new contract with an existing vendor to ensure contract terms and pricing compliance.

v. Contract Language Review/Edit

1. Serve as a subject matter expert for AuthoraCare Collective by reviewing all agreements as requested by leadership to include, but not limited to:

a. Review all agreements, proposals, quotes, work orders, statements of work, etc. and, using track change mode to provide AuthoraCare Collective requested edits.

b. Educate internal experts on the requested changes and participate in vendor contract language discussions.
