Senior Transportation Safety & Security Specialist - Security Specialization Salary range is $81K to $170K with a midpoint of $118K. New hires typically receive between minimum and midpoint, however, we may go slightly higher based on experience, internal equity and market. Paid Time Off: Employees accrue 25 days of paid time off annually with increases at four, eight and twelve years of service. Employees at the director level and up accrue additional days. We also observe 12 paid holidays and provide up to 2 paid floating holidays and up to 2 paid volunteer days per year. Parental Leave: 12 weeks of parental leave for new parents. Pet Insurance. ORCA Card: All full-time employees will receive an ORCA card at no cost. Tuition Reimbursement: Sound Transit will pay up to $5,000 annually for approved tuition expenses. General Purpose Under direction from the Transportation Safety & Security Manager, implements and assists in completing the transportation safety and security mission. Within an assigned region, this work includes acting as an SME on Crime Prevention through Environmental Design (CPTED) principles; physical security protection systems; risk assessment methodologies; and the complexities related to physical security design, implementation, and life-cycle management. Supports projects continuously into operations and interfaces with other agency departments and divisions, local emergency responders, building codes officials, and federal representatives as needed/requested. Essential Functions The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Assists the Transportation Safety & Security Manager in developing internal security rules, policies and guidelines; prepares manuals, training outlines and employee standard procedures. Oversees systematic security risk activities for all modes at various rail facilities and along the alignment; assists in evaluating and completing each mode's compliance with the Agency Safety Plan's safety and security elements; interfaces with staff from other departments on behalf of the Safety Department; and promotes open communications to promote a positive safety culture and partnership with internal and external partners. Works with Design, Engineering, and Construction Management personnel regarding project reviews ensuring projects are compatible with security design criteria; Crime Prevention through Environmental Design (CPTED) principles; and the agencies current physical security program. Leads work with agency personnel to identify, evaluate and resolve hazards and risks within Sound Transit facilities and administrative buildings. Assists the Manager in leading/performing safety & security reviews of directives, rules and procedures for all modes; and to review train orders, track access, and status of train and facilities operations, as required. Reviews incident statistics and hazard reports to generate remedial recommendations and drafts summaries of any findings for further review and trend analysis. Leads the Safety and Security Certification process for assigned projects to include but not limited to attending PHA and TVA workshops; verifying safety and security items are included in the certifiable items and auditing the safety and security items prior to operations. Assists in overseeing the Transportation Safety and Security Division's Threat and Vulnerability Assessment contract; analyze and provide mitigation strategies for identified risks. Prepares written recommendations and business cases to change and upgrade Sound Transit's security program based on inspection data and surveys. Makes recommendations on security policies, procedures and standards for physical security design criteria, physical security systems implementations, maintenance, repair and life cycle management. Conducts post-incident debriefings, tracking and management of corrective actions, and generates detailed reports and management briefings. Leads Safety and Security Inspection program for assigned region and conducts scheduled and unscheduled inspections of Agency facilities, equipment, public/work site facilities and other locations within assigned region to ensure compliance with applicable federal, state and local codes, regulations and guidelines. Maintain and apply subject matter expertise relating to emerging technology trends, the regional threat landscape, specific adversarial threats/risks, and mitigation strategies. Participates and leads committees or work groups as assigned; attends professional conferences as assigned; maintains awareness of new trends and developments in the safety and security fields. Participates in the NSEP process through the risk management process, including the identification and assessment of safety & security risks NSEP participation also Includes development of mitigation projects Scopes of Work (SOW), Independent Cost Estimates (ICE), submitting business cases, and participating through design and construction. Champions and models Sound Transit's core values and demonstrates values-based behaviors in everyday interactions across the agency. Minimum Qualifications Education and Experience: Bachelor's degree in Security Engineering, Business Management, Law, Risk Management, Criminal Justice, or closely related field. Five years of progressive experience in physical security that includes conducting threat and vulnerability assessments; developing physical security protection systems; and project management in area of assignment; OR an equivalent combination of education and experience. Required Licenses or Certifications: Valid state driver's license. Preferred Licenses or Certifications: Certified Safety and Security Director for Rail Transportation through the World Safety Organization. Physical Security Professional (PSP). Transportation Safety & Security Program (TSSP) certificate. Required Knowledge and Skills Principles of Access Control Systems, Alarm Systems (intrusion and duress), Barrier Systems (Fencing, Pedestrian, and Vehicle), Communication Systems (Customer Emergency Stations, Mass Notification, 800Mhz Radio), and Surveillance Systems (CCTV and Lighting). Crime Prevention through Environmental Design (CPTED) Operational characteristics, services, and activities of general security functions. Systems design, development, documentation, testing, implementation and/or maintenance. Retrieving, analyzing, reporting and addressing security vulnerabilities. Modern office procedures, methods, and equipment including computers. Computer applications such as word processing, spreadsheets, and statistical databases. Program/project management techniques and principles Maintaining confidentiality and/or data sensitivity with demonstrated security/safety experience and knowledge, including project planning and implementation. Applying principles and practices of hazard management including risk assessment, hazard analysis and threat and vulnerability assessments. Serving as an effective member of teams and working groups that can successfully communicate physical security related concepts to a broad range of technical and non-technical staff. Presenting plans and proposals to key personnel. Establishing and maintaining effective working relationships with other division staff, management, design consultants, outside agencies, contractors, community groups, and the general public. Managing multiple tasks, setting objectives/goals, and re-prioritizing as needed. Monitoring safety and security certification program performance and recommend adjustments for continuous improvement of programs, policies, and procedures. Maintaining confidentiality and communicating with tact and diplomacy. Responding to inquiries and in effective oral and written communication. Utilizing personal computer software programs and other relevant software affecting assigned work. Flexibility to manage and meet milestones for multiple projects. Applying project management techniques and principles. Physical Demands / Work Environment Work is performed in a hybrid environment with an expectation of working in office a minimum of 3 days per week. Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise; may be exposed to active rail lines or operational rail areas. Position is responsible for testing and inspections in the field; may be subject to bending, climbing, hand/eye coordination, grasping, hearing, sitting, standing, talking, seeing, and walking.
