Program Management Analyst, Senior

We are currently seeking a Program Management Analyst, Senior to support our Patuxent River, MD customer. The Program Management Analyst will support the TMPC IPT Lead. Functional Description Applies analytic techniques in the evaluation of program/project objectives. Analyzes requirements, status, budget and schedules. Performs management, technical, or business case analyses. Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs. Tracks program/project status and schedules. Applies government-instituted processes for documentation, change control management and data management. Duties will include, but are not limited to: Prepare meeting agendas, coordinate, attend and participate in IPT and prime contractor meetings, requirements reviews, design reviews, logistics program reviews, system working group meetings, technical interchange meetings, program review meetings, test planning meetings, and other meetings as required/directed and prepare and distribute meeting minutes. Collect and distribute action items from program meetings after receiving Government approval of the content and format of the documents. Maintain an issue and action item database to support the Integrated Product Team (IPT) lead and government systems engineers in managing the lifecycle of product issues and actions. Track action items to closure. Provide analyses of requirements and schedules and evaluate and recommend changes to schedules and associated milestones to ensure compatibility with overall program objectives. Provide input and adjudicate comments on CDRLs. Assisting with development, modification, and tracking of ECPs. Assisting with development, modification, and tracking of program acquisition documentation Procurement Initiation Documents (PID), Statement of Work (SOW), funding documents, Contract Data Requirements (CDRLs), and Acquisition Program Baseline Agreements (APBA); assisting IPTs with procurement planning efforts including conducting Procurement Planning Conferences (PPCs); analyzing PID data for accuracy and completeness; and preparing, planning, and generating acquisition documentation and briefing materials. Analyze, evaluate, and provide recommendations for Total Ownership Cost (TOC), Should Cost, Cost As an Independent Variable (CAIV) and Life Cycle Cost (LCC). Support related technical evaluations as permitted by law and regulation to include performing analyses of contract proposals, change proposals and technical changes including related on-site reviews at applicable facilities. Provide analyses of projected and actual systems cost, including program engineering requirements, logistics requirements, test and integration efforts, and contractor's cost, and potential product improvement initiatives. Provide recommendations to support each initiative, their potential return on investment, and associated risk to the program. Perform cost/benefit analyses, cost trade-off analyses, business case analyses, cost variance analyses, and/or present value analyses to support the programs in balancing mission requirements, system constraints, performance, and provide technical input to support the preparation or revision of related acquisition documentation such as Acquisition Plans (AP), Acquisition Strategy Reports (ASR). Financial Inputs, tracks, and updates Common Spend Plan Tool (CSPT) across all appropriations. Support as an assistant financial analyst and monitor CSPT and TOA to assist in timely obs, input requirements into CSPT, update SPIDs as needed. Support staffing development needs via Teamwork Plan (TWP). Collaborate with the IPTLs, BFMs and contracts for releasing funding PIDs. Provide recommendations and alternatives in support of program execution, spend plan development, out-year planning, and the creation of POM issue sheets as related to the Planning, Program, Budgeting, Execution (PPBE) process. Contribute to the development of white papers, quad charts and trade studies. Support planning activities to include presenting alternative funding or acquisition strategies and cost estimates for new program requirements for Government consideration and appropriate action. Required Experience Over Ten (10) years of experience performing duties described in the functional description. Desired Experience: Previous experience with ACAT programs Research and Development experience. Education MA/MS degree. Allowable Substitutions: Bachelor's degree plus Four (4) years additional work experience may be substituted for a Master's degree. Allowable Substitution: Bachelor’s Degree plus 4 years additional work experience may be substituted for a Master’s. OR 6 years' additional work experience may be substituted for a Bachelor’s Degree. OR Associate's Degree plus 4 years' additional work experience may be substituted for a Bachelor’s Degree. Desired Experience Master's degree and Ten (10) years' experience. Security Clearance Ability to obtain and maintain a Secret security clearance preferred or ability to obtain. Due to the sensitivity of customer related requirements, U.S. Citizenship is required. Compensation Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $86,190.40-$129,285.60 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
