Salary Range : $ 57,790 - $79,710 annually. Compensation will be commensurate upon experience and qualifications.This position is Exempt from the Fair Labor Standards Act (FLSA) overtime provisions.

Summary

The Director of Custodial Services provides strategic leadership, administrative oversight, and operational direction for custodial services across the UCCS campus. This position is responsible for developing and implementing custodial service strategies, workforce plans, performance metrics, quality assurance programs, and resource management practices that support the University's mission, customer service objectives, and facility stewardship goals.

The Director oversees campus-wide custodial operations through subordinate supervisors and managers, establishes departmental priorities, recommends resource allocation strategies, and serves as a key advisor to Facilities Services leadership regarding service delivery, workforce effectiveness, operational efficiencies, and long-term custodial planning. The position serves as the departmental lead for custodial master planning, campus appearance strategy, sustainability and waste-diversion initiatives, service-level optimization, and performance benchmarking. The position develops long-range operational plans, establishes key performance indicators, and utilizes industry benchmarking through APPA and peer institutions to guide continuous improvement, resource stewardship, and strategic decision-making.

The position collaborates extensively with campus leadership, auxiliary units, Housing, Event Services, Public Safety, Environmental Health & Safety, and Facilities partners to ensure safe, effective, and customer-focused custodial programs. The Director may act on behalf of the Executive Director in matters related to custodial operations and service continuity. The Director responds to campus emergencies, supports weather-related operations, and serves as a key technical resource during outages or system failures.

Essential Functions

The duties and responsibilities of the position include, but are not limited to:

• (30%) Strategic Leadership and Department Administration
  • Develop and implement the long-term strategic vision for custodial services supporting the university's educational mission.
  • Lead the development and maintenance of a comprehensive Custodial Services Master Plan that aligns staffing models, service levels, facility growth, deferred maintenance needs, and institutional priorities.
  • Establish departmental goals, service standards, performance measures, and operational priorities.
  • Develop multi-year operational plans addressing workforce constraints, changing facility utilization, and campus expansion.
  • Recommend policies, procedures, and process improvements that enhance organizational effectiveness and service delivery.
  • Participate in Facilities Services strategic planning and organizational initiatives.
  • Serve as a member of the Facilities Services leadership team.
  • Act on behalf of the Executive Director as delegated.
• (15%) Workforce and Organizational Leadership
  • Direct and oversee custodial supervisors and operational leadership staff.
  • Develop succession planning, employee engagement, and workforce development programs.
  • Establish and maintain a comprehensive custodial performance management program utilizing key performance indicators (KPIs), operational dashboards, and outcome-based metrics.
  • Benchmark departmental performance against APPA standards and peer higher education institutions to identify opportunities for service enhancement and operational efficiencies.
  • Lead recruitment, retention, organizational development, and workforce planning initiatives.
  • Foster a culture of safety, customer service, continuous improvement, and operational excellence.
  • Lead and oversee custodial staff during weather related and emergency events to include snow/ice mitigation.
• (15%) Financial Management and Resource Planning
  • Develop, monitor, and manage custodial operating budgets.
  • Lead service-level planning and workforce deployment strategies to maximize service delivery with available staffing resources.
  • Evaluate staffing models and operational efficiencies to ensure sustainable service delivery within budgetary and labor constraints.
  • Develop recommendations for adjusting APPA service levels based on workforce availability, facility priorities, risk assessments, and institutional goals.
  • Oversee equipment replacement planning, custodial capital requests, and long-range resource forecasting.
  • Manage custodial supply needs, service contracts, and vendor performance.
  • Work with the Materials, Acquisition and Distribution Manager and vendors to streamline department ordering and delivery processes.
• (15%) Campus Partnerships and Stakeholder Engagement
  • Serve as the primary Facilities Services representative for custodial operations.
  • Collaborate with university leadership, academic departments, Housing, Auxiliary Services, and campus partners.
  • Lead planning efforts for support of major campus events and special operational initiatives.
  • Resolve complex service concerns and escalate issues requiring executive attention.
  • Represent Facilities Services on campus committees and working groups.
• (10%) Operational Performance and Quality Assurance
  • Provide leadership for campus custodial sustainability initiatives in partnership with Facilities Services, Sustainability, and Auxiliary departments.
  • Evaluate performance using APPA levels of cleanliness and key performance indicators.
  • Direct quality assurance programs and operational audits.
  • Lead development of the campus appearance strategy to ensure facilities present a safe, clean, welcoming, and mission-supportive environment.
  • Establish cleanliness, appearance, and facility presentation standards that enhance campus experience for students, faculty, staff, and visitors.
  • Evaluate emerging sustainable cleaning technologies, products, and industry best practices for potential implementation.
  • Analyze service data and develop corrective action plans.
  • Lead continuous improvement initiatives focused on service quality, productivity, employee engagement, and customer satisfaction.
• (10%) Technology and Innovation
  • Provide executive oversight of custodial technology systems and CMMS programs.
  • Leads the development, implementation, and execution of a new CMMS Custodial Module, ensuring effective integration into campus work order and facility management systems.
  • Establish performance reporting and dashboard metrics.
  • Lead implementation of new technologies, automation opportunities, and operational innovations.
  • Direct development of custodial workflows and service delivery optimization initiatives.
• (5%) Emergency Management and Business Continuity
  • Provide leadership during campus emergencies and severe weather events.
  • Coordinate department response and continuity planning.
  • Serve within Facilities Services incident command structures as assigned.
  • Ensure preparedness plans, training, and resource deployment strategies are maintained.

Qualifications

• Must have a Bachelor's degree in Facilities Management, Business Administration, Public Administration, Operations Management, Environmental Services, or related field.(Substitution: A combination of professional experience and education may substitute for the degree requirement.)
• Must demonstrate progressively responsible facilities or custodial management experience.
• Must have leadership experience supervising supervisors, managers, or multiple operational units.
• Experience developing budgets, operational plans, strategic initiatives, and performance metrics is required.
• Demonstrated experience leading large-scale custodial operations within higher education, healthcare, government, hospitality, aviation, or similarly complex environments is required.
• Must be willing and able to respond to UCCS emergencies-including snow removal-within 30 minutes.
• A master's degree in business administration, public administration, facilities management, or related field is preferred.
• Having an APPA Custodial Supervisor Certificate, APPA Institute graduate, ISSA certification, or equivalent professional credential is highly desirable.
• Experience leading organizational change or continuous improvement initiatives is preferred.
• Experience managing large multi-shift workforces and/or Classified State staff workforces is highly desired.
• Experience implementing CMMS, data analytics, and operational performance programs is highly desired.
• Demonstrated ability to manage supply inventories, equipment procurement, and long-range custodial planning is preferred.
• Demonstrated experience developing organizational KPIs, performance dashboards, and executive-level reporting is desired.
• Knowledge of APPA Operational Guidelines, APPA Custodial Staffing Guidelines, and higher education facilities benchmarking practices is recommended.

Physical Requirements

• Lifts, carries, pushes, or pulls objects, equipment and supplies weighing up to 50 pounds
• Frequently stands and walks for prolonged periods of time to observe service areas and perform daily functions and inspections.
• Performs minor labor work, such as equipment inspections, sustainability projects with waste removal, room inspections, etc.
• Uses manual dexterity to manipulate supplies, tools, and equipment
• Uses visual acuity to safely operate a vehicle and equipment, identify hazards, and perform daily functions
• Frequently performs activities requiring a full range of body movements including sitting, bending, stooping, kneeling, squatting, crawling, twisting, and balancing
