Facility Program Manager (Pharmacist)

Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program approval—award amount (up to $200,000) and eligibility period (one to five years)—are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application. Former EDRP participants are ineligible to apply. Qualifications United States citizenship (non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA policy) English language proficiency; pharmacists must be proficient in spoken and written English per 38 U.S.C. 7402(d) and 7407(d) Education: Graduate of an ACPE-accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Pharm.D. degree Licensure: Full, current and unrestricted license to practice pharmacy in a U.S. State, Territory, Commonwealth, or District of Columbia (including Puerto Rico) Maintain current registration if required for licensure Foreign pharmacy graduates may qualify if they provide proof of FPGEC certification (passing the FPGEE and TOEFL iBT) Possible qualification under Grandfathering Provision for current VHA employees meeting criteria Grade determination: GS‑13 Level (a) Experience; must have 1 year of experience equivalent to the next lower grade level Experience at GS‑12 level: knowledge of professional pharmacy practice; ability to communicate orally and in writing; knowledge of laws, regulations, and accreditation standards related to drug distribution and pharmacy security; skill in monitoring and assessing drug therapy outcomes, including physical assessment and laboratory interpretation Experience at GS‑13 level (Pharmacist‑Facility Program Manager): KSAs include ability to communicate orally and in writing to persuade and influence clinical and management decisions; expert understanding of regulatory and quality standards; ability to solve problems and coordinate responsibilities; expert knowledge of a specialized area of clinical pharmacy; advanced skill in monitoring and assessing drug therapy outcomes Preferred experience: sterile compounding, hazardous drug handling (USP 797 & USP 800), program management of policies and quality assurance, hospital pharmacy operations, IV room workflows, inventory and procurement, controlled substance accountability Full performance level: GS‑13; actual grade: GS‑13 Physical requirements: work may involve standing, lifting, carrying, sitting, stooping, bending, pulling, pushing; may require personal protective equipment and annual TB screening; environment is an office/clinic with normal safety precautions Work environment: office/clinic setting with minimal risks; requires multitasking and ability to handle stressful situations Duties Manage all Compounded Sterile Product (CSP) and Hazardous Drug Management Operations for Southeast Louisiana Veterans Healthcare System Coordinate all pharmacists, technicians, trainees, and other support personnel involved in sterile compounding and/or hazardous drug management Direct, oversee, and supervise operational, technical, and professional staff to ensure USP 795, 797, and 800 compliance Maintain required processes and documentation to meet USP compliance Develop and implement procedures to ensure facility compliance with VHA, Joint Commission, EPA, OSHA, NIOSH, FDA, USP 795, 797, 800, and other applicable laws and regulations Collaborate with Controlled Substance and Research Pharmacists on investigational drug handling in the IV room Interact with physicians and health care professionals, especially Hematology/Oncology staff, to provide optimal pharmaceutical care for intravenous mixtures Conduct quality assurance audits, drug utilization review activities, and gather data for administrative reports Prepare special reports or participate in performance improvement and miscellaneous pharmacy projects upon request Review and revise guidelines and processes in sterile compounding at least every three years, or as needed, and recommend updates Communicate updates and provide training to staff as required Work Schedule Full‑time, rotating shifts: 12 am–12 pm, nights, days, holidays, weekends (subject to change based on facility needs).
