Responsibilities




- Review, analyze, and evaluate complex business systems and user needs to align solutions with agency strategies
- Lead business process reengineering, identifying innovative technology applications to optimize effectiveness
- Prepare detailed documentation, including solution options, risk assessments, cost/benefit analyses, and ROI reports
- Coordinate with external vendors, defining, assigning, and evaluating deliverables to ensure project success
- Manage project scope, system integration, user acceptance testing, and deployment for Medicaid IT systems
- Consult on system analysis, troubleshoot issues, and support solution implementation
- Develop, review, and ensure traceability of project artifacts such as requirements, test cases, and technical designs
- Identify project risks and design mitigation strategies to ensure seamless delivery
- Analyze Health and Human Services (HHS) policies and standards to assess their impact on automated systems




Required Skills and Experience




- 8+ years of experience coordinating with vendors on IT projects and service delivery
- 8+ years in business analysis, including documentation, testing, and solution implementation
- Proven ability to manage scope, system integration, and user acceptance testing for large-scale projects
- Expertise in risk identification and mitigation for major IT initiatives
- Deep understanding of HHS policies, procedures, and their impact on business systems




Preferred Skills




- 3+ years using TFS/ADO for requirements management
- Experience working in Agile environments, preferably SAFe
- Proficiency with Microsoft Office, SharePoint, Copilot
- Understanding of enterprise system architecture, business rules engines, workflow orchestration, and cloud-based solutions
- Familiarity with Texas HHSC, Medicaid, and CHIP systems
- Experience with portfolio project management tools and state-level IT project reporting
