Position Summary Consults with agency staff regarding compliance with OSDH policy, State Statutes, Federal Regulations. Assists lower-level internal auditors with projects. Analyzes, appraises, and approves evidentiary data as a basis for an informed objective opinion on the adequacy and effectiveness of the system and the efficiency of performance of the activities being reviewed. Assists in planning the theory and scope of the audit and prepares an audit program and participates in performing the audit in a professional manner and in accordance with the approved audit program. Position Responsibilities / Essential Functions Understand Federal requirements, State Statutes & Department policies & procedures to test and provide evidence that OSDH & its contractors complied with directives. Document examination results in audit workpapers. Counsel OSDH staff & outside sources on proper procedures & practices to comply with Federal & State regulations & departmental policies. Produce correspondence/reports that identify areas of non‑compliance. Plan, schedule and conduct audits of financial statements to determine compliance with laws, regulations, generally accepted accounting principles, financial accountability standards or other requirements. Conduct operational audits involving policies and procedures or management activities to ensure compliance with laws, regulations and standards for financial accountability and internal controls. Review financial records and other business records; evaluate financial controls; identify deficiencies; provide advice on requirements for compliance with existing laws, policies and standards. Prepare audit reports; make recommendations concerning changes in policies or operating procedures. Assist in planning & organizing audit activities according to dollar threshold, assessed level of risk and/or management’s request. Assist in preparing & updating audit programs & procedures as necessary. Obtain, analyze, approve and appraise evidentiary data as a basis for an informed, objective opinion on the adequacy and effectiveness of the system and the efficiency of performance of the activities being reviewed. Make or assist in making oral or written presentations to management during and at the conclusion of the examination, discussing deficiencies, recommending corrective action, and suggesting improvements in operations and reductions in cost. Prepare formal written reports, as requested, expressing opinions on the adequacy and effectiveness of the system and the efficiency with which activities are carried out. Appraise, or assist in appraising, the adequacy of the corrective action taken to improve deficient conditions. Being present at the office is an essential function of the job. Other Duties Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior. Works effectively in team environment, participating and assisting peers. Physical Demands and Work Environment Work is typically performed in an office setting with climate‑controlled environment and exposure to moderate noise levels. Employees must be willing to complete all job‑related travel associated with this position. Being present at the office is an essential function of the job. Valued Knowledge, Skills and Abilities Knowledge of accounting and auditing theory and practice; financial report writing; analytical principles and practices; organizational theory, functions, methods, and techniques. Knowledge of Federal Cost Principles and Administrative Requirements. Skill in establishing and maintaining effective relationships with others; in analyzing complex situations and adopting an effective course of action. Ability to conduct multiple projects simultaneously; express ideas clearly and concisely, both orally and in writing; comprehend and carry out complex accounting, auditing, and fiscal procedures. Minimum Qualifications LevelI: Bachelor’s degree in accounting, finance, business or public administration; or an equivalent combination of education and experience, substituting one year of paraprofessional auditing or accounting experience for each year of the required education. LevelII: Bachelor’s degree in accounting, finance, business or public administration; or an equivalent combination of education and experience, plus two years of qualifying experience in professional level auditing or accounting.
