We are seeking a Physical Education and Wellness Program Analyst to join our Office of Teaching, Learning & Assessment (OTLA) team at the Oregon Department of Education (ODE) . This is a permanent position represented by the Service Employees International Union (SEIU) .

This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. This position includes occasional in-state travel, including driving, to support the delivery of professional learning, attend in-person meetings, and engage with partners across the state. A driver’s license, an acceptable driving record, a personal vehicle, or an alternative means of transportation are required for this position. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office.

What you will do!

You will lead K-12 Physical Education standards and the Physical Education Expansion K-8 (PEEK-8) grant program and serve as the state’s primary point of contact for Physical Education, wellness initiatives, and implementation of the Menstrual Dignity for Students Act. The role advances equitable and inclusive student health education by integrating Physical Education, wellness, and menstrual dignity across standards, high-quality instructional materials (HQIM), and statewide supports. In partnership with internal and external stakeholders, the position develops and implements standards and HQIM aligned to culturally responsive practices; leads the development of Oregon Administrative Rules, guidance, and implementation supports aligned to state and federal policy; and analyzes legislation to inform policy decisions, testimony, and reporting. It also oversees program administration, including management of PEEK-8 and Menstrual Dignity Act grants, budgets, contracts, and intergovernmental agreements, ensuring accountability and compliance with state and federal requirements.

• Make a statewide impact on student well-being and learning by advancing efforts that ensure that every student has access to high-quality physical education and wellness experiences that support physical health, mental well-being, and readiness to learn.

• Build cross-functional partnerships across Oregon by collaborating across teams, agencies, and with districts, Education Service Districts (ESDs), and community partners to strengthen PE and wellness systems statewide.

• Translate strategy into action by connecting rulemaking, guidance, and real-world practice to drive coherent, systemwide improvement in physical education and wellness programs.

Typical duties include:

• Lead statewide PE, wellness, and Menstrual Dignity Act implementation: Develop standards, guidance, rules, and supports that ensure inclusive, culturally responsive, and compliant implementation across Oregon that strengthen school policies and programs to improve student well-being and academic success.

• Manage programs, funding, and operations: Oversee PEEK-8 and Menstrual Dignity Act grants, contracts, and budgets; manage data collection and reporting; and ensure programs are effective, efficient, and aligned with state requirements.

• Build and lead partnerships and statewide efforts: Collaborate with districts, ESDs, agencies, and community partners; facilitate educator panels and committees; and coordinate cross-content alignment (PE, Health, SEL, Sexuality Education, Tribal History/Shared History, etc.).

• Provide guidance, technical assistance, and professional learning: Develop resources, deliver training, support HQIM and standards implementation, and help districts meet Division 22 requirements while advancing inclusive and equitable practices.

A typical day blends policy, partnership, and hands-on support. The role balances big-picture systems thinking with practical support to districts and ESDs.

Minimum Qualifications (Required)

A Bachelor's Degree in Business or Public Administration, Public Health, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and four years experience coordinating or administering a program

OR;

Any combination of experience or education equivalent to seven years of experience that typically supports the knowledge and skill requirements listed for the classification.

Preferred Skills & Knowledge (Desired Attributes)

• Content expertise in physical education and student wellness: Demonstrated knowledge of K–12 physical education standards, instructional practices, and wellness frameworks, including understanding of physical activity requirements, whole child/student well-being, and evidence-based approaches that support student health, engagement, and learning.
  
  

• Project management, organization, and communication: Demonstrated experience leading multi-step initiatives with defined timelines, deliverables, and partners, including producing high-quality written reports, guidance, or public-facing resources.
  
  

• High-quality professional learning and technical assistance: Demonstrated experience designing and delivering high-quality trainings, webinars, toolkits, or guidance, and providing ongoing technical assistance to districts or partners, with evidence of reach and effectiveness.
  
  

• Fiscal and grant management: Demonstrated experience managing budgets, grants, or contracts, including overseeing funding allocations, monitoring expenditures, and ensuring deliverables are completed on time and within scope.
  
  

• Partner engagement and facilitation: Demonstrated ability to build and sustain cross-sector partnerships and effectively facilitate meetings, panels, or committees with diverse partners (e.g., districts, ESDs, agencies, community organizations).
  
  

• Equity-centered, human-focused practice: Demonstrated ability to apply equity analysis and incorporate community or partner input to adapt policies, programs, or technical assistance, with examples of addressing disparate impacts or improving access and outcomes.
