Criminal Investigator

Overview The Supervisory Criminal Investigator serves as the Division Operations Officer (DOO) in the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). The DOO is responsible for planning, directing, and monitoring the functions of the Division Operations Office, directing staff involved in planning, management and evaluation activities, and serving as the principal liaison between headquarters, field division personnel, and other agencies. Duties Develop and evaluate procedures or policies, determine the need for and formulate overall plans for special programs, and direct their implementation. Prepare and submit reports and other factual information concerning the effectiveness of existing policies, programs, and procedures, keeping managers apprised of the results of projects, studies, and surveys conducted by the division office. Review and evaluate the projects and comprehensive reports submitted by subordinate personnel. Represent the division in developing formal and informal agreements with other law enforcement and regulatory agencies concerning joint operations, reporting procedures, and sharing of resources. Plan, develop, and execute a program related to division operational reviews, including visits to each office by the incumbent and/or subordinate operations officers to determine whether operational procedures and organizational structures are in accordance with established policies. Conditions of Employment Must be a U.S. Citizen or National. Selective Service registration is required for males born on or after December 31, 1959, or an approved exemption on file. May be required to serve a one‑year probationary period. Must be a current permanent ATF employee with competitive status or a CTAP/RPL eligible candidate. Pass drug screening and be subject to random drug tests. Suitable for Federal employment as determined by a background investigation. Must meet all applicable time‑in‑grade requirements by the closing of the announcement. Mobility Plan New employees hired pursuant to this vacancy announcement must sign a mobility agreement. The mobility policy enables career development through special short‑term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement will be removed from the hiring process. Qualifications To qualify for the Supervisory Criminal Investigator (Division Operations Officer) position at the GS‑14 grade level, candidates must have at least one year of specialized experience equivalent to the next lower grade level (GS‑13) by the closing date of this announcement. Specialized experience requires: Initiating, planning, and directing studies, surveys, operational reviews, or other projects to evaluate and improve the effectiveness of the division. Developing and evaluating procedures or policies, determining the need for and formulating overall plans for special programs, directing implementation, and overseeing overall administrative matters affecting the division’s operations and personnel. Briefing and providing law‑enforcement expertise to high‑level division and headquarters officials and managers; advising on policy, resource, and standard operating practice from long‑ and short‑range resource and operating plan standpoints. Providing leadership to others such as work groups, teams, or special projects. Reviewing and evaluating the projects and comprehensive reports submitted by subordinate personnel and recommending actions to be taken. Probationary Period Performance and conduct.
