Manager, Regulatory Strategy

Job Summary Manages federal regulatory activities, including transmission policy development, tariffs and regulatory proceedings for transmission operations, capital projects and business expansion opportunities. Advocates for and shapes transmission policy to create a regulatory climate that supports business unit operations, fosters a conducive environment for transmission development, and further the company’s strategic goals. Drives formulation of regulatory strategy for engagement in transmission policy and regulatory proceedings. Responsible for managing relationships with internal and external constituents, ensuring a strong reputation for the department and company. Represents the company at the Federal Energy Regulatory Commission, state regulatory commissions, trade coalitions, industry associations, Regional Transmission Organization committees, industry events and conferences, stakeholder meetings and other venues. Essential Duties & Responsibilities Serve as the primary regulatory contact with the Federal Energy Regulatory Commission (FERC), developing and executing strategies to advance company interests. Represent the company in regulatory proceedings in coordination with Legal, Rates and other cross-functional teams. Lead and develop a team of regulatory analysts responsible for policy development, case management and regulatory communications; coach, mentor and manage performance to build a strong talent pipeline. Manage regulatory reporting functions to ensure compliance. Monitor and stay current on state and federal transmission regulatory policies and electric utility legislative initiatives. Research, analyze and interpret regulatory filings; review industry news and publications and interpret information for company leadership. Act as the company advocate on transmission policy to support the company’s strategic goals, develop policy recommendations, assess the impact of regulation changes and create appropriate responses for regulatory proceedings. Engage key external constituents including legislators, stakeholders/customers, industry/trade associations, consumer groups and other utility professionals; participate in external electric industry and trade associations, conferences and coalitions. Represent the company in Regional Transmission Organization (RTO) committees and task forces to protect and enhance the company's interests as needed. Requirements Bachelor’s degree in a relevant discipline required; Master’s degree in Business Administration or other relevant discipline preferred. Minimum of seven (7) years of progressively responsible experience as an electric utility regulatory analyst or similar function (Master’s degree may reduce this requirement). Experience and proficiency in regulatory policy and transmission pricing; strong advocate of company position in various forums. Excellent communication skills, both verbal and written, and ability to establish rapport with management, colleagues, regulators, stakeholders and other individuals. Strong interpersonal skills and ability to motivate and supervise employees. Leadership qualities, logical problem‑solving and negotiation skills. Knowledge of state public utility commissions, the Federal Power Act, Federal Energy Regulatory Commission, Department of Energy and North American Electric Reliability Corporation. Ability to work in a constantly changing environment, manage multiple projects and tasks and ensure timely completion. Ability to travel for company business, including overnight stays, several times per month. Advanced knowledge of Microsoft Word, Excel, Outlook and PowerPoint.
