Position Summary

The Project Manager (Senior Level) / BPA Manager will provide overall leadership, direction, coordination, and performance oversight for the FEMA Grants Program Administration Technical Support (GPATS) Blanket Purchase Agreement. The Project Manager will serve as the primary interface with the FEMA Grant Programs Directorate Contracting Officer, Contracting Officer’s Representative, and other Government stakeholders.

The position is responsible for directing BPA-level operations, coordinating multiple concurrent orders, managing multidisciplinary personnel and teaming partners, monitoring cost, schedule, quality, staffing, and performance risks, and ensuring contractor activities remain aligned with FEMA Grant Programs Directorate priorities and objectives.

Key Responsibilities

• Serve as the primary contractor representative and point of contact for the FEMA Contracting Officer and Contracting Officer’s Representative.
• Direct and control BPA operations on both a strategic and day-to-day basis.
• Provide leadership and oversight across multiple overlapping and simultaneous orders, with the Government initially projecting approximately five to eight concurrent orders.
• Coordinate the activities of order-level project managers, task leads, facilitators, grants-management professionals, analysts, trainers, technical personnel, administrative personnel, subcontractors, and teaming partners.
• Ensure order assignments are properly planned, staffed, executed, monitored, and completed within established schedules and performance requirements.
• Establish clear lines of authority, accountability, supervision, communication, and escalation across the contractor team.
• Manage the integration of subcontracted and teaming-partner work to ensure efficient, consistent, and coordinated delivery.
• Monitor staffing levels, vacancies, workload, personnel qualifications, and surge requirements across BPA orders.
• Support the rapid recruitment, onboarding, deployment, and supervision of qualified personnel when new orders or increased workloads require additional resources.
• Ensure contractor activities support FEMA’s grants-management mission, including grant-program planning, implementation, pre-award and post-award administration, program monitoring, reporting, data analysis, stakeholder support, meeting facilitation, and general business administration.
• Develop, implement, and maintain management controls for schedule, cost, performance, staffing, deliverables, risks, issues, and corrective actions.
• Identify technical, programmatic, staffing, schedule, and performance risks and implement appropriate mitigation and escalation actions.
• Oversee the development and implementation of the Quality Control Plan and ensure services and deliverables comply with applicable quality standards.
• Support transition-in activities without disrupting ongoing FEMA Grant Programs Directorate operations.
• Coordinate transition-out activities and the orderly transfer of contractor work, records, Government-furnished information, and responsibilities to FEMA or a successor contractor.
• Provide a monthly progress report to the Contracting Officer and COR. The report must include:
  • Summary of contractor work performed
  • Labor hours by labor category
  • Direct costs by line item
  • Assessment of technical progress
  • Schedule status
  • Travel conducted
  • Contractor concerns, risks, and recommendations
• Keep the COR informed of contractor progress throughout the BPA performance period.
• Conduct at least monthly performance-review meetings with the COR through Microsoft Teams and review contractor status, results, risks, staffing, and upcoming activities.
• Attend the Post-Award Conference and support the review of technical, contracting, transition, quality-control, and project-management objectives.
• Maintain accountability for Government-furnished equipment, information, data, documents, and facilities used by contractor personnel.
• Designate and coordinate an authorized alternate who can act with full authority during the Project Manager’s absence.

Minimum Qualifications

• Bachelor’s degree from an accredited college or university.
• At least ten years of recent and relevant professional experience.
• Demonstrated grants-management and program-management experience consistent with administrative management and general management consulting services under NAICS 541611.
• Experience directing complex programs involving multiple concurrent projects, orders, workstreams, or task areas.
• Experience managing multidisciplinary personnel, subcontractors, teaming partners, deliverables, schedules, costs, risks, and performance.
• Strong executive communication, client-management, problem-solving, and stakeholder-coordination abilities.
• Proficiency with common business and reporting applications, including Microsoft Word, Excel, PowerPoint, SharePoint, Teams, Visio, and Adobe products.
• Ability to successfully complete the appropriate FEMA/DHS tiered employment background investigation.
• Ability to work within the continental United States when accessing Government-furnished equipment. Government-furnished equipment may not be used outside the continental United States.

Preferred Qualifications

• Twelve or more years of progressively responsible federal program or project-management experience.
• Direct experience supporting federal grants management, grant-program administration, disaster-recovery grants, emergency-management programs, or FEMA/DHS organizations.
• Experience managing a federal BPA, IDIQ, multiple-award vehicle, or portfolio of simultaneous task or call orders.
• Experience leading geographically dispersed and hybrid teams.
• Demonstrated experience developing and implementing management plans, transition plans, staffing plans, risk registers, quality-control plans, performance dashboards, and monthly status reports.
• Project Management Professional certification or relevant graduate degree.
• Knowledge of GSA Multiple Award Schedule labor categories, order-level staffing, and federal contractor performance requirements.
