General Statement of Job
Under the direction of the Director, Security and Emergency Services and limited supervision oversees and coordinates the operations, maintenance and repairs of district safety, security and emergency response security systems (i.e. fire, burglar, ID cards, Metal Detectors, etc.). Responds to safety/security and emergency issues and provides safety and emergency response training, support, and guidance as needed on an around the clock basis.



Specific Duties and Responsibilities Essential Functions:
Supervises and manages directly and indirectly the day-to-day duties and responsibilities as well as the operational procedures of assigned security staff.
Works directly with district and school-based leadership to design, develop, coordinate and implement training related to safety, security and emergency management for assigned sites.
Works with site and district personnel to develop and implement site security emergency plans and procedures for assigned locations.
Refers conflicts, unusual requests or concerns about district policies from local law enforcement personnel that fall outside of normal day-to-day operations and responses to emergency situations to the Director of Security and Emergency Service or relevant personnel.
Orchestrates the execution and tracking of required emergency management drills for assigned locations. Ensure staff convenes an interdepartmental critique of each drill, records lessons learned, and develops improvement plans to address identified shortfalls or inconsistencies.
Maintains security programs and procedures for assigned schools and support facilities.
Plans, organizes and supervises school security projects and services and responds to security related complaints. Ensures compliance with proper reporting of security incidents.
Makes recommendations for development and revision of procedures and methods for protecting district personnel and property. Advises personnel regarding these measures.
Investigates, researches and submits recommendations on best practices for emergency management procedures.
Makes decisions using data to allocate assigned security resources.
Provides logistical support and coordinates resources and personnel at the scene of emergencies, natural disasters and other security incidents.
Prepares management reports relating to personnel and resource costs associated with assigned programs.
Establishes and maintains effective working relationships with local, state and Federal emergency management agencies, as appropriate.
Participates in preparedness exercises in conjunction with Safety, Security & Emergency staff and stakeholders.
Collaborates with others to ensure consistency of safety and security program implementation across the District.
Coordinates school safety compliance based on federal, state, and local regulations by reviewing existing and new requirements, overseeing, and working with the administration to enforce school-wide adherence to requirements.
Performs regular visits to locations within areas of assigned responsibility.
Ensures that personnel are informed of and understand their responsibilities for emergency preparedness and response, district policies and procedures and applicable laws, particularly as it relates to appropriate communication of codes.
Coordinates the scheduling, direction and delivery of training on security, drill and emergency procedures for school-based and district personnel in Security and Emergency Services staff, school administrators and department heads.
Maintains emergency management call lists and electronic emergency notification systems, ensuring that they are up to date and functional. Conduct periodic reviews and verification of call lists, distribution lists and publish necessary updates.
Works with local vendors and experts to ensure that emergency preparedness equipment and supplies are available and in good working condition. Assists in the recommendation for purchase of supplies and equipment to support emergency preparedness.
Assist the Director of Security & Emergency Services in the development of and regular updates to security policies, procedures and processes for site-based security personnel.
Provides day-to-day assistance to district, staff, outside law enforcement, and emergency response agencies, in accordance with departmental guidelines and direction of the Security & Emergency Services and management.
Makes recommendations to the Director, Security & Emergency Services regarding emergency response and crisis situation planning.
Responds to emergency situations to support the District and individual building crisis response activities.
Works closely with the Information Technology, Building Services and Facilities teams to identify and address concerns relating to proper functioning of security related technology, including cameras, building access control, campus access control, and emergency communications (i.e. two-way radios, intercoms, and emergency broadcast systems) at assigned sites. Escalates critical issues, as appropriate.
Serves as an informational resource to staff and administrators concerning the role of site-based security staff.
Participates with local, regional and state task forces, committees and agencies regarding emergency preparedness, as requested.
Serves as 24/7 "essential personnel" subject to being held over or called back to a district work location or alternate site at all times.
Complies with all federal laws, state statutes, Board policies, administrative rules, and directives.

Minimum Education and Training
A bachelor's degree from an accredited institution in a related field and a minimum of five years of experience in K12 safety/security/emergency enterprise risk and emergency preparedness, law enforcement, military, public or private sector physical security. A high school diploma or satisfactory completion of an approved General Education Development Testing Program and a minimum of seven years of experience in K12 safety/security/ emergency enterprise risk and emergency preparedness, law enforcement, military, public or private sector physical security.
A minimum of two (2) years of experience in a supervisory or management role. Effective verbal, written and interpersonal communication skills, including the ability to write reports, develop and write polices, interview victims and witnesses, and communicate in an emergency as required for the position. Demonstrated knowledge of crisis management, emergency response, de-escalation techniques and standards of practice.
Possession of valid South Carolina Driver's License.



PREFERRED QUALIFICATIONS & EXPERIENCE:
Prior experience working with students or adolescents. Experience in day-to-day security team management including the creation and implementation of physical site security programs. Bilingual skills.

Minimum Qualifications and Standards Required

Physical Requirements :
Must be physically able to operate a variety of machines and equipment, including a computer, calculator, telephone, etc. Must be able to exert up to twenty pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of twenty pounds. Must be able to utilize appropriate techniques to restrain and subdue physical aggressive individuals, using minimum force.

Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.

Interpersonal Communications :
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and receiving assignments and/or direction from supervisor.

Language Ability :
Requires the ability to read a variety of policy and procedures manuals, regulations and laws, financial documents, computer manuals, etc. Requires the ability to prepare narrative and financial reports, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.

Intelligence :
Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions, to interpret an extensive variety of technical instructions furnished in mathematical or schedule form, and to deal with several abstract and concrete variables. Requires the ability to apply influence systems in directing staff activities; to learn and understand relatively complex principles and techniques, to make independent judgments in absence of supervision, and to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Verbal Aptitude :

Must be able to communicate effectively and efficiently with persons of varying educational backgrounds and in a variety of technical and/or professional languages, including governmental accounting and insurance claims processing.

Manual Dexterity :
Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.

Does not require the ability to differentiate colors and shades of color.

Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.

Adheres to all safety and housekeeping standards established by the District and various regulatory agencies. Sees that standards are not violated. Maintains a clean and orderly workplace.
Skill/Effort:
Advance management, organizational, human relations, communications and interpersonal skills. Ability to develop and maintain effective working relationships with district staff. Ability to plan, develop, administer and monitor various activities and programs in compliance with all relevant federal and state regulations, and district policies, procedures and standards. Ability to use independent judgment and direction in directing and managing scope of authority. Ability to instruct others through explanation, demonstration and supervised practice, and/or make recommendations on the basis of technical disciplines Ability to complete process and maintain all required records, reports, and related information. Ability to develop and maintain effective communications with immediate supervisor, student, parents and the general public. Ability to operate general office equipment such as a computer, calculator, copier, etc.
Working Conditions:
Exposure to environmental/weather and emergency conditions. Physical demands require the movement/lifting of items weighing up to twenty pounds. Ability to give and receive directives and in an orderly and effective manner under routine and emergency conditions. Routine local travel and 24/7 365 days on-call status after normal business hours as necessary is required; occasional overnight travel required. Require ability to work under a degree of stress related to duties that require considerable attention and meeting deadlines.
