Operations Program Manager – Manufacturing Center Location: US-FL-LARGO-382SS ~ 7887 Bryan Dairy Rd. ~ BLDG 100 Role Type: Onsite Security Clearance: DoD Clearance: Secret (Active, required after day 1) U.S. citizenship is required; applicants must be able to obtain and maintain a U.S. government‑issued security clearance within 1 year of start date. This position is for an Operations Program Manager (OPM) supporting the Largo Consolidated Manufacturing Center (CMC). The OPM is responsible for supporting the overall manufacturing operations for a large program or suite of programs within a product line portfolio with annual revenue between $5M and $10M. The OPM oversees and coordinates all operational aspects of ongoing programs and serves as a liaison between program management, project team, and factory management. Responsibilities include financial performance (Cost Account Manager, Estimate at Complete), manufacturing plans, cost‑reduction initiatives, and a comprehensive understanding of production organization, assembly, processing operations, manufacturing policies, quality, and customer requirements. What You Will Do Responsible for all aspects of the program(s) being led. Execute the program life cycle from bid/proposal through development/EDM, transition to delivery, production, and depot/sustainment. Plan programs, conduct capacity analysis, schedule management, resource planning, and manufacturing execution. Lead process‑improvement initiatives. Coordinate material‑management activities with supply chain. Monitor and control budget: Estimate at Complete (EAC) development, analysis and presentation; understand and use Earned Value Management (EVM), and manage risk and opportunity. Interface with internal and external customers at monthly business reviews (MBRs), gates, EACs, program‑management reviews (PMRs), and customer visits/tours. Qualifications You Must Have University degree or equivalent experience, and at least 2 years of relevant experience with specialized knowledge of technical or operational practices. Experience in an operations, manufacturing, program, cross‑functional, or equivalent environment. Ability to obtain a U.S. security clearance within 1 year of start date. Qualifications We Prefer Defense industry experience. Familiarity with manufacturing and data‑analytics tools such as PRISM/Apex, CMES, Kinaxis, and PowerBi. Familiarity with documentation systems such as Common PDM for validating as‑built configurations, alternates, ECNs, and change history. Familiarity with EACs, variance analysis, and risk and opportunity management. Familiarity with supply‑chain management. Effective communicator, able to improve relationships and work with personnel at all organizational levels. Demonstrated initiative, perseverance, and creativity in problem‑solving, strategic planning, project and deadline administration, and utilization of business system resources. Excellent problem‑solving skills and ability to use data and information to convey a concise message to team members and key stakeholders. Flexibility and agility to work in an undefined development environment where processes and procedures may not always exist. Thorough working knowledge of Microsoft Office; ability to manipulate and process reports and work artifacts with large amounts of data.
