Project Engineer

AMP Program Engineer
Reporting to the Project Manager, the Program Engineer has overall accountability to ensure the program, engineering contractors, vendors and other participants are aligned with processes and procedures to meet program objectives. The Program Engineer will liaison with Engineering Companies, Vendors, and team resources to support monthly progress reporting, technical integration, and quality of engineering contractor deliverables. The Program Engineer will ensure compliance with the Program objectives and Industry standards.
The Program Engineer will be familiar with program requirements and ensure technical resources have adequate qualifications to meet program objectives in line with the industry and local standards and practices. Responsibilities include:
Understanding of the technical scope of work for the program project and contractual requirements.
Delivery of engineering in accordance with the project quality and technical integrity criteria
Functionally accountable to the Project Manager
Work with the Safety System Manager to coordinate activities on projects
Work with project managers to support technical reviews and integration of technical design by engineering contractors
Work to coordinate activities and deliverables on projects
Work with the Construction Manager to ensure engineering design aligns with Construction Work Package and construction requirements
Work with the respective Refinery's site Project Coordinator/Manager to coordinate activities and deliverables on projects and ensure the communications are clear
Monitor progress and performance of engineering contractors and coordinate with other team project managers and engineering contractors. Coordinate monthly presentations with management and review contractor slide presentations with management
Support engineering deliverable reviews and input from Refinery subject matter experts and Refinery Stakeholders.
Ensuring that the engineering and design work for all phases of the project by engineering contractors meet the stated criteria for technical quality.
Ensuring that the proper engineering reviews using Blue Beam are performed in a consistent way across the program prior to the issuance of drawings and/or specifications.
Provision of engineering support during the construction, commissioning, and start-up phase as required.
Coordinate technical activity and schedules with non-technical services including procurement, project controls, administration, and document controls.
Technical writing and updates of company procedures, requests for quotation, Decision Support Packages and Slides presentations to refinery leadership teams.
Work with project manages and document control to ensure handover of all project documentation is planned, red-lines are updated and that the handover is complete at the end of each project
Perform project or task management functions as delegated by the Program Manager, including integration of contractors, weekly and monthly status reporting/slides.
Lead risk management, lessons learned and deliverables quality reviews.
Promote an environment of teamwork to ensure adequate flow of program technical information between various team groups and all project team members.
Develop and approve key Program Execution, Testing and Planning Documents coordinated with Refinery standards and specifications
Participate in the development of schedules and estimates.
Skills and experience to move into a Project Manager's role for an Automation Project as time permits
Key Qualifications
Minimum 10 years' experience in a Project Management or Engineering Manager
At least 5 Years' Experience in two or more of the following BPCS Automation areas.
Remote Instrument Enclosure Buildings
DCS Systems Design
PLC/DCS Configuration
Graphics Design and Configuration
Networking and Fiber Optic Design
Control Room Layout and Design

Familiar with Functional Safety Design and Safety System Design.
On-site Refining or Process plant automation experience performing project work
4-year BS Degree from an accredited university in a field relevant to the work experience
Evidence of Active participation in industry organization and/or certification as a PE or PMP
