Summary
Under the direction of the assigned supervisor, the Senior Mechanic performs journey-level preventive maintenance, diagnostics, and repairs on City vehicles, heavy equipment, fire apparatus, and specialty support equipment. The Senior Mechanic assists and oversees the vehicle and equipment repair work of junior mechanics and performs related duties as assigned. This classification differs from the higher-level Lead Mechanic classification, in that the Lead Mechanic performs advanced maintenance and repair work and provides daily work direction to shop staff. SALARY: Employees typically start at Step "1" of the salary range. Part-time employees do not receive benefits or merit increases and are hired at an hourly rate.
VACATION: Paid vacation is based on years of City of Victorville service: 80 hours for 0-5 years; 120 hours for 6-10 years; 160 hours for 11-15 years; 200 hours for 16+ years effective July 1, 2015.
SICK LEAVE: 96 hours of paid sick leave per year, including a sick leave pay back program upon resignation with five years of service.
HOLIDAYS: 13 Holidays per year plus one floating holiday for eligible full-time employees. MEDICAL/DENTAL/VISION INSURANCE: Available for full-time employees and their eligible dependents, with a fringe subsidy.
DEFERRED COMPENSATION 457 PLAN: Available to interested employees.
LIFE INSURANCE: City-paid Life insurance coverage for full-time employees equivalent to one times annual salary, plus additional AD&D coverage. Supplemental life, accidental/death and dismemberment insurance available, paid for by the employee.
RETIREMENT: For employees hired on or after January 1, 2013, Public Employee's Retirement system contributions will be implemented according to Assembly Bill 340, Pension reform. Classic member's formula: 2.5% @55/ New member's formula: 2% @62. Effective July 1, 2015, employees pay CalPERS 8% employee contribution. The City does not participate in the Social Security program. Part-time employees are provided a supplemental retirement program under the deferred compensation program. The City is required to participate in the Medicare Program and contributes a matching 1.45% of salary. SHORT-TERM DISABILITY: Employee-paid benefit provides 60% of salary after seven-day waiting period, up to a maximum $1,600 weekly benefit. LONG-TERM DISABILITY: City-paid benefit provides 66-2/3% of salary after 90 days of disability for full-time employees, up to a maximum of $5,000 monthly. EMPLOYEE ASSISTANCE PROGRAM: Provided for all full-time employees and their eligible dependents. ADDITIONAL BENEFITS : Paid Parental Leave, Bilingual Pay, Tuition Reimbursement.

- Communicates and coordinates with the Lead Mechanic regarding work assignments, priorities, scheduling, and preventive maintenance activities.
- Conducts vehicle safety inspections, performs road tests, and operates fire apparatus and fleet vehicles to identify and verify repairs.
- Performs skilled mechanical, electrical, and hydraulic diagnostic and repair work on all City and fire-related vehicles and equipment.
- Performs major overhauls on gasoline, diesel, propane, and CNG engines and related components.
- Diagnoses and repairs complex drivetrain, suspension, steering, and brake systems, including air, hydraulic, and electronic braking systems.
- Inspects, maintains, and repairs fire pumps, aerial devices, and pressure control systems to meet NFPA and OEM specifications.
- Performs welding, fabrication, and upfit/retrofit work as necessary for emergency vehicles and specialized installations.
- Performs field diagnostics and emergency response repairs for vehicles, fire apparatus, and equipment during and after normal working hours.
- Uses computerized diagnostic tools, scan software, and service manuals to perform advanced troubleshooting.
- Reads and interprets codes, schematics, blueprints, and repair manuals to identify repair procedures and component specifications.
- Coordinates with manufacturers and vendors to obtain technical support, order specialized parts, and verify equipment compatibility.
- Provides training and technical guidance to mechanics and service personnel on fire apparatus maintenance and diagnostic procedures.
- Maintains accurate maintenance records, timekeeping, and parts inventory documentation.
- Ensures shop and field operations are conducted in compliance with OSHA, NFPA, and departmental safety requirements.
- Participates in technical training programs to maintain certifications and stay current with evolving technologies and standards.
- Responds to after-hours emergencies, including vehicle, apparatus, and fuel system incidents.
- Maintains clean, safe, and organized work areas and shop equipment.
- Serves as a liaison with Fire Department staff regarding equipment readiness, repairs, and preventive maintenance schedules.
- Performs other duties of a similar nature and level as assigned.

License(s)/Certifications:
- Must possess a valid California Class C driver's license upon hire and maintain it throughout employment with the City of Victorville.
- Must possess a valid California Class B driver's license with tanker and air brake endorsements within nine (9) months of employment. (License requirement will be determined by the Fleet Manager.)
- Forklift Operator certification to be obtained within six (6) months of employment.
- Must currently possess a minimum of two (2) Automotive Service Excellence (ASE) certifications and have the ability to obtain two (2) additional ASE certifications within twelve (12) months of appointment to the classification, for a total of four (4) ASE certifications to be maintained throughout employment.
- Master ASE certification is highly desirable.
- Advanced principles of mechanical, hydraulic, pneumatic, and electrical systems used in fire apparatus and emergency vehicles.
- Methods and standards for overhauling and calibrating pumps, valves, aerial ladders, and firefighting components.
- NFPA, DOT, and OEM maintenance and inspection requirements.
- Diagnostic and testing procedures for electronic and computerized vehicle systems.
- Welding, fabrication, and retrofit installation for specialized emergency vehicles.
- Preventive maintenance program administration and field service coordination.
- Recordkeeping, compliance documentation, and reporting for emergency fleet operations.
- Principles of technical leadership, mentoring, and quality control.
- Perform and lead complex repairs on fire apparatus and emergency vehicles.
- Diagnose and correct mechanical and electrical faults independently.
- Conduct preventive maintenance programs to ensure NFPA compliance.
- Provide technical guidance and mentorship to staff.
- Use computerized diagnostic and documentation systems.
- Communicate clearly with fire staff, supervisors, and vendors.
- Maintain thorough and accurate maintenance and compliance records.
- Respond effectively to field breakdowns and emergencies.

- This position works primarily in an indoor automotive shop environment but also outdoors in the field, exposed to weather conditions such as wind, heat, cold, and rain.
- Includes work-related travel in a City vehicle.
- Incumbents must be able to see and hear in the normal range with or without correction and have the ability to read printed material the size of typewritten characters and communicate verbally and in written form with great facility and must be able to be understood.
- Positions in this class typically require balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and repetitive motions with or without reasonable accommodation.
- Very Heavy Work: Exerting in excess of 100 pounds of force occasionally (up to one-third of the workday), and/or in excess of 50 pounds of force frequently (one-third to two-thirds of the workday), and/or in excess of 20 pounds of force constantly (two-thirds or more of the workday) to move objects. Physical Demand requirements are in excess of those for Heavy Work.
- Incumbents may be subjected to machinery and its moving mechanical parts, electrical currents, vibrations, intense noise, travel, and environmental conditions such as wide temperature variations, fumes, smoke, grease, odors, and dust.
- Incumbents must be physically able to perform strenuous work and in sufficient physical condition to safely perform the duties of the position.
- Incumbents will be required to respond to callouts and emergencies after regular working hours and on weekends and must be willing to work an irregular schedule, which may include weekends, holidays, evenings, and/or varying shifts.
