Supervisory Human Resources Specialist

Summary

This position is assigned to Human Resources Management Division Office of the Executive Director Bureau of Diplomatic Security (DS/EX/HRM). HRM provides a comprehensive customer focused program of human resources management services. You will serve as the Chief of the Classification and Workforce Planning Team with responsibility for planning and overseeing a broad range of position classification position management and workforce planning and analysis functions.

Duties

• As supervisor plans organizes and manages the delivery of a comprehensive program of customer-focused services in position classification and position management.
• Directs the review analysis and resolution of systemic classification problems such as inconsistencies misallocations of series and grades outdated and inaccurate position descriptions and undocumented position or organizational changes.
• Oversees the development implementation and interpretation of policies procedures and standard practices governing the Bureaus position classification and position management program.
• Responsible for providing the Bureau with a broad range of expert workforce planning and analysis services.
• Plans work to be accomplished by staff members sets priorities and establishes schedules and milestones for work completion.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions per 5CFR 300 Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

• Experience utilizing position classification standards and evaluation guides to classify positions in the appropriate title series and determine the appropriate grade of a full range of positions in the Foreign Service and Civil Service.
• Experience applying Fair Labor Standards Act (FLSA) regulations policies practices and procedures to make appropriate determinations.
• Experience researching and analyzing information to formulate recommendations and/or draw conclusions on position classification matters.

There is no substitute of education for specialized experience for the GS-14 position.

In addition applicants experience must also demonstrate that the candidate possesses the following qualities:

• Ability to assign review and supervise the work of others;
• Objectivity and fairness in judging people on their ability and situations on the facts and circumstances;
• Ability to adjust to change work pressures or difficult situations without undue stress;
