DEFINITION

Under general supervision, works within the Police Department’s Community Relations Office to develop, coordinate, and implement community education, outreach, and engagement on public education initiatives through a variety of electronic and print media, with an emphasis on cannabis-related crime prevention, youth education, and community safety and awareness through social media platforms; participates in the development and implementation of crime prevention programs; serves as a primary liaison between the Department and the community on assigned areas; performs related work as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management personnel. Exercises no direct supervision over staff.

CLASS CHARACTERISTICS

This non-sworn journey level classification is responsible for independently performing administrative duties in support of the Police Department, including primary support in the development and implementation of drug and alcohol education and crime prevention programs. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Examples of TYPICAL JOB FUNCTIONS (Illustrative Only) Assists in the planning and development of and coordinates and teaches specialized educational programs addressing crime prevention, public safety, cannabis-related laws and regulation, impaired driving, youth cannabis use, and related community concerns for members of the community, including elementary through college age students. Develops accurate, up-to‑date, age/audience‑appropriate educational presentations, informational materials, flyers, brochures, digital content, and other public education resources. Conducts presentations, workshops, and educational sessions for schools, youth organizations, neighborhood groups, businesses, civic organizations, parent groups, and other community stakeholders. Plans, coordinates, and facilitates community engagement activities, including neighborhood meetings, educational workshops, public safety events, outreach campaigns, and Department‑sponsored events; coordinates Department participation in community events. Identifies emerging community concerns and develops educational strategies to address those concerns; evaluates community engagement efforts and recommends improvements based on participation, feedback, and identified community needs. Promotes crime prevention strategies and encourages community participation in public safety initiatives. Develops, coordinates, and assists with the preparation of Department social media content in accordance with Department policies and established City communication standards. Creates educational and informational social media posts concerning crime prevention, public safety, community programs, cannabis‑related issues, youth safety, impaired driving, and other assigned topics. Develops graphics, informational materials, videos, photographs, and other digital content for Department communication platforms. Ensures conformance with applicable grant sponsored programming initiatives and activities; collects and compiles data to document program outcomes and grant performance measures; assists with the preparation of grant reports and supporting materials; participates in grant‑related meetings and training. Maintains current information and research regarding drugs, drug trends, effects of drug use, and prevention methods and techniques. Compiles, writes and/ or designs manuals, pamphlets, and informational documents for departmental personnel and the public. Maintains organized records of community contacts, events, presentations, educational materials, and program activities. Observes and complies with all City and mandated safety rules, regulations, and protocols. Performs other duties as assigned under the City’s cannabis program.

QUALIFICATIONS

Knowledge of: Basic functions, principles and practices of law enforcement agencies. Activities and programs of the City’s Police Department. Principles of drug abuse and child safety including knowledge of various narcotics, drugs, and their characteristic effects. Principles and practices of educational program development and implementation including curriculum planning and program monitoring. Basic law enforcement practices and terminology. Methods for evaluating program quality and effectiveness. Basic techniques for interviewing. Research and reporting methods, techniques, and procedures. Principles and procedures of record‑keeping and preparation of correspondence and reports. Applicable Federal, State, and local laws, codes, and proceduresrelevant to assigned area of responsibility. City and mandated safety rules, regulations and protocols. Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff. The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs (with an emphasis on social media and graphic art applications) relevant to work performed. Ability to: Develop, implement, present, and coordinate specialized educational programs. Evaluate the effectiveness of specialized programs and make sound recommendations for improvement. Provide effective basic counseling services. Exercise sound independent judgement and discretion within established guidelines. Represent the city in contacts with school districts, students/youth, parents, the business community, and the public. Prepare clear, concise reports and other written materials. Establish and maintain effective working relations with those contacted in the course of work, including the media. Maintain accurate records. Perform non‑sworn tasks to support the department’s law enforcement programs. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; organize own work, set priorities, and meet critical time deadlines. Use tact, initiative, prudence, and independent judgment within general policy, and procedural, guidelines. Effectively use computer systems, software applications relevant to work performed (with an emphasis on and social media and graphic art applications), and modern business equipment to perform a variety of work tasks. Continually build and enhance graphic art and social media production skills through educational opportunities. Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. Education and Experience Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Education: Equivalent to completion of the twelfth (12th) grade, supplemented by completion of college coursework in education, public health, communications, social work, or a related field. Experience: Two (2) years of experience performing administrative or field work in a law enforcement or educational setting that includes the development and implementation of a public education program or provides in-depth knowledge of drug and alcohol abuse and crime prevention programs. Licenses and Certifications: Possession of a valid California Driver’s License to be maintained throughout employment. Other Requirements Passage of a detailed background investigation prior to employment. Availability to work evenings and weekends.

PHYSICAL DEMANDS

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to maintain mobility, physical strength, and stamina to respond to emergency situations and accidents; vision to read printed materials and a computer screen; to operate a vehicle and patrol assigned areas of the City; and hearing and speech to communicate in person, before groups, and over the telephone or radio. The job involves fieldwork requiring frequent walking or running or standing on uneven terrain, and climbing and descending structures to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate police services equipment. Positions in this classification frequently bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift push, and pull materials and objects averaging a weight of 30 pounds, in all cases with the proper use of equipment and/or assistance from staff. Positions also work in a secondary office or station environment, and use standard office equipment, including a computer.

ENVIRONMENTAL CONDITIONS

Employees work in outdoor conditions, and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, moving vehicles, and hazardous physical substances and fumes. Employees also work in an office or station environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. The principal duties of this class are performed in a field or police station environment with exposure to criminal offenders, mentally ill individuals, and persons potentially infected with communicable diseases.
