Assistant Director, Public Safety Technology & Emergency Communications

Under general direction of the Chief of Police or his/her designee, manage and maintain all information technology and communications assets at the UNH Police Department, and manage the operation of the emergency dispatch/communications center, maintain standardization and compliance with current Public Safety technological/emergency communications standards and regulatory frameworks. This position will be expected to be available by phone/text/email or in-person 24 hours per day, 365 days per year in order to maintain continuity of operations.Duties/ResponsibilitiesOversee the day-to-day Emergency Dispatch Center operations, activities, and personnel to ensure compliance with established guidelines, procedures, and policies.Hire, train, evaluate, assign work, discipline, and supervise Dispatch staff that provide emergency and routine dispatching and activities.Schedule personnel to ensure appropriate staffing levels during routine and emergency situations.Develop, coordinate and provide staff training programs/methods as appropriate, to include, but not limited to required SPOTS certification at NHSP headquarters.Receive and investigate complaints and inquiries from the public, dispatch center stakeholders and others, evaluate information and act in accordance with department and university policy.Plan and implement operational policies, procedures, and practices to improve efficiency of operations and evaluate effectiveness of systems, programs, and services.May provide dispatch services for police, fire, and/or ambulance services by receiving and processing calls, responding to requests for service, evaluating emergency calls, and coordinating activities with other agencies on an as-needed basis.Prepare reports; maintain files and records pertaining to dispatch/communications center operations, including data entry as required.Collaborate with Communications Dispatch at other USNH institutions to share knowledge, resources, and best practices in emergency communications.Coordinate, maintain, and operate specialized telecommunications networking equipment and systems with federal, state, county, municipal and institutional police, fire and EMS agencies.Manage hardware maintenance program and use expertise, technical manuals, shop guides, and other training and technical references to repair, maintain, trouble-shoot, and install information technology hardware.Coordinate hardware installation and maintenance; assure compatibility and coordinate assessment, acquisition and fielding of technology hardware and hardware configurations.Network Infrastructure:Coordinate hardware installation and maintenance; assure compatibility and coordinate assessment, acquisition and fielding of technology hardware and hardware configurations.Oversee Software Support:Coordinate hardware installation and maintenance; assure compatibility and coordinate assessment, acquisition and fielding of technology hardware and hardware configurations.Training and Instruction:Coordinate hardware installation and maintenance; assure compatibility and coordinate assessment, acquisition and fielding of technology hardware and hardware configurations.Project Management:Supervise broadly defined Public Safety projects and/or programs, such as developing project plans and specifications, developing, and maintaining project management information, and developing and maintaining documentation.Introduce new Public Safety programs that will enhance how the University Police Department conducts business with the outside world as well as our local Public Safety agencies we interact with regularly.Resource Management:Introduce new Public Safety programs that will enhance how the University Police Department conducts business with the outside world as well as our local Public Safety agencies we interact with regularly.Strategic and Tactical Planning:Introduce new Public Safety programs that will enhance how the University Police Department conducts business with the outside world as well as our local Public Safety agencies we interact with regularly.Personal Skill Development:Maintain currency with new and emerging Public Safety technologies as applicable to law enforcement needs.Field requests for telephone and radio recordings and, if appropriate, create and disperse copies of recordings.Meet and maintain strict compliance standards set by NCIC and CJIS in protection of Criminal Justice information files.Partner with ET&S staff and counterparts at other USNH institutions to share knowledge, resources, and best practices around public safety network infrastructure and software support.Maintain working relationship with UNH Alarm contractor in their maintenance of the alarms monitoring equipment.Oversee alarms monitoring equipment, connection and removal of alarm accounts, coordinate billing and contact information of each account.Oversee Security including compliance with local, state and federally mandated policies and procedures for Public Safety agencies.Investigate security problems and recommend corrective action as assigned, such as assisting with operation and maintenance of Public Safety application software.Oversee and facilitate strong working relationships with stakeholders of the UNH Communications Center, including overseeing and/or administering agreements, contracts and fees assigned.Provide support to the external Public Safety clients for which the dispatch center dispatches, assist in the development of procedures and policy related to the partnership between agencies.Oversee, advise, and assist external Public Safety clients concerning implementation of technology appropriate for their needs.Analyze complex information technology problems and coordinate assistance to resolve problems when needed; explore and recommend a comprehensive range of solutions for a broad audience.Advise and provide guidance to other USNH institutions on the development and implementation of external dispatch contracts, USNH system wide.Oversee the administration of the public safety departments’ social media sites and upgrade as new social media services emerge and monitor the content of other contributors within the department. (To include knowledge of Twitter, Facebook, UNH Police webpage, etc. used to update student, staff and visitors of timely warnings, information about the department, etc.Perform related duties as assigned.RequirementsMinimum Acceptable Education & Experience:Bachelor’s degree and four years of experience in public safety communications; or an associate’s degree and six years of experience; or a combination of education and experience equal to equal eight years of experience.Broad knowledge of public safety communications standards.Knowledge of cybersecurity issues.Supervisory ability.Superior time and resource management skills.Ability to effectively communicate, both written and orally, to diverse audiences within multiple functional areas such as Law Enforcement, Academia, Information Technology, and Legislative communities.Required Licenses & Certifications:Ability to be SPOTS certified with NHSP within 6 months of hire.ICS 100, 200, & 700Preferred Qualifications:Master’s degree in a relevant field such as criminal justice, public administration, Information Technology.Thorough knowledge of specialty areas in public safety software to include:· Power DMS, Tri-Tech IMC, CSI Info Share, CJIS.Thorough knowledge of Alarm monitoring systems, radio systems, RAVE notification system, Texty, NICE Recorder.Prior experience serving as Terminal Agency Coordinator for SPOTS (NLETS/NCIC).·CISSP Certification or other relevant certifications.Customer Service Experience, especially in dealing with local, state and federal public safety agencies.Experience in higher education and Public Safety Environments.Knowledge of the CALEA and IACLEA Accreditation Processes for Law Enforcement Agencies.Availability to work extended hours as needed.Applicant Instructions:Applicants should be prepared to upload the following documents when applying online within the My Experience: Resume/CV section of the application: (Maximum of 5 Documents)Resume/CVCover LetterApplications that are missing any of the required items may not move forward for consideration.
