W E S T Development, Inc. is hiring a long-term Construction Superintendent / Site Safety and Health Officer (SSHO) / Quality Control Manager for Department of Defense construction in Southern California.

This is a hands-on triple-hat field role on NAVFAC, MCCS, FEAD, and USACE work. Apply only if you already have federal DoD experience as a Superintendent, QC Manager, and SSHO, plus current OSHA 30, EM 385-1-1 40-Hour, CPR, and CQM-C certificates.

Typical clients and sites: NAVFAC Southwest and supporting FEAD offices; Marine Corps Community Services (MCCS); USACE; NAVSEA / NSWC. Installations include MCAS Miramar, Camp Pendleton, Naval Base San Diego, Point Loma, Coronado, NOLF Imperial Beach, MCLB Barstow, Fort Irwin, and San Clemente Island. Travel between project locations may be required.

What you will do

• Run daily field operations: crews, subcontractors, materials, inspections, and look-aheads.

• Read and work from the Scope of Work, drawings, and specifications. Maintain as-builts and track budget and change orders.

• Own the three-phase Quality Control Plan (preparatory, initial, follow-up) for each definable feature of work.

• Serve as SSHO under EM 385-1-1. Complete daily safety inspections and a written log (area, date, hazards, corrective actions, estimated and actual correction dates). Attach logs to the daily production report.

• Prepare and track Daily Production Reports, QC Reports, Daily Rosters, and SSHO Reports.

• Coordinate with NAVFAC / FEAD / MCCS / USACE QA on submittals, RFIs, inspections, and closeout.

• Use Outlook, Adobe, Word, and Excel. NAVFAC QCS / RMS is a plus.

Must have

• 5+ years on Federal DoD projects as General Construction Superintendent, Quality Control Manager (QC), and Site Safety and Health Officer (SSHO). Combined / triple-hat experience preferred.

• Project history that names the agency (NAVFAC, MCCS, FEAD, USACE, NAVSEA), installation, and your role.

• Current certificates: OSHA 30, EM 385-1-1 40-Hour, CPR / First Aid, and Construction Quality Management for Contractors (USACE / ACOE CQM-C or equivalent). Expired cards will not be accepted.

• Able to pass background screening, obtain federal installation access, and keep a clean driving record.

• Able to read plans, specifications, scopes, as-builts, and budgets.

• Outlook, Adobe, Word, and Excel. QCS is a plus.

Nice to have

• NAVFAC Southwest task orders or JOC / IDIQ work.

• MCCS renovation and community-facilities projects.

• Direct work with FEAD, ROICC, and Government QA.

• APP, AHA, and RMS / QCS reporting.
