Municipal Court Administrator

Under general direction, manages the administrative and managerial non-judicial functions of the municipal court; supervises non-judicial personnel; assists in coordinating and overseeing the administrative functions of the Magistrate Services and Administrative Divisions; interprets, formulates, and implements policies and procedures. Exercises direct supervision over assigned staff. This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason. Work Location San Antonio Municipal Court, 401 S. Frio, San Antonio, Texas 78207 Work Hours 7:30 a.m. - 4:30 p.m., Monday - Friday Responsibilities Assists with overseeing and directing daily court operations, including case flow management, docket scheduling, records management, and customer service. Manages the development and implementation of goals, objectives, policies, and priorities for each assigned division; establishes, within City policy, appropriate service and staffing levels; and allocates resources accordingly. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures. Plans, prioritizes, assigns, supervises, and reviews the work of staff personnel. Responsible for providing professional, technical, and clerical support to Municipal Court Leadership, internal and external court users. Manages the development and administration of the department budget; estimates funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; and manages the preparation and implementation of budgetary adjustments. Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines. Assists in coordinating continuing education and certification requirements of Municipal Court personnel. Reviews the performance of court programs to ensure achievement of established goals and compliance with court policy and procedures. Acts as liaison for Municipal Court, City Council, City Manager's Office, City Departments, and outside agencies. Develops, implements, and maintains court policies, procedures, and internal controls to ensure consistent and lawful operations. Responds to inquiries from the public and media about municipal court operations. Prepares reports and special projects as directed. Performs related duties and fulfills responsibilities as required. Qualifications Bachelor's Degree from an accredited college or university. Five (5) years of increasingly responsible government experience, to include two (2) years direct supervisory experience. Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions. Valid Texas Crime Information Center and National Crime Information Center (TCIC/NCIC) Certification within one (1) year of employment and re-certified yearly. Must maintain Texas Law Enforcement Telecommunications System Access (TLETS) eligibility for continued employment in position (TLETS provides access to TCIC and NCIC). Knowledge of legislative and court principles and structures. Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations. Knowledge of data analysis and technology. Knowledge of data models, database design development, data mining, and techniques. Knowledge of docket scheduling. Knowledge of legal research procedures. Knowledge of budget preparation and administration. Knowledge of office management procedures. Knowledge of court procedures and roles and responsibilities of the judiciary system. Knowledge of principles of supervision, training, and performance evaluation. Knowledge of statistics and experience using statistical packages for analyzing datasets. Knowledge of funding sources available to local governments through the federal and state governments, private sectors, and foundations. Knowledge of governmental accounting and budgeting procedures as they pertain to federal, state, and private grants. Skill in researching and organizing legal information. Skill in utilizing a personal computer and associated software programs. Ability to maintain confidentiality of court documents and records. Ability to establish and maintain effective working relationships with City staff and the general public. Ability to communicate clearly and effectively, both orally and in writing. Ability to perform all the physical requirements of the position, with or without accommodations. Ability to work primarily in an office environment. Preferred Qualifications Master’s in Public Policy or Administration, Criminal Justice, Business Administration, or related field. Certified Court Clerk Level II, Certified Municipal Court Clerk (Level III) from the Texas Court Clerks Association or Certified Court Manager (CCM) with the National Association for Court Management (NACM). Five (5) years’ experience overseeing large volume operations or support services, and high-level administrative functions. Knowledge of court performance standards to evaluate and improve court services. Skilled in overseeing high volume complex caseloads across multiple case types (traffic, non-traffic, civil, and parking). Ability to draft, implement, and interpret court rules, administrative policies, and procedures. Ability to liaise effectively with judges, attorneys, government agencies, elected and appointed officials, and the public. Strong commitment to integrity, confidentiality, impartiality, and the ethical administration of justice.
