The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety. The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody. Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities. The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts. The New York City Department of Correction seeks to recruit a Supervising Investigator for the PREA Investigations Team. The Prison Rape Elimination Act of 2003 (PREA Public Law 108-79) established federal mandates to identify and prevent prison rape in correctional facilities within the jurisdictions of federal, state, local, and native territories across the United States. Public Law 108-79 was signed into law on September 4, 2003. Under the direction of an Executive Director & a Deputy Director for PREA Investigations and with latitude to exercise independent judgement and decision making, the successful candidates for this position will be responsible for supervising criminal and/or non-criminal, unique, highly confidential and sensitive investigations. The PREA Investigations team is responsible for investigating all allegations of sexual abuse and sexual harassment incidents that occur within the Department of Correction in a timely, efficient manner while remaining unbiased in the analysis of evidence. It is the Unit’s responsibility to ensure that all persons within DOC, act within the guidelines of Directives relating to sexual abuse and sexual harassment and prepare administrative charges fpr policy violations, when necessary. INVESTIGATOR (DISCIPLINE) (DOC - 31164 Typical responsibilities of this position include: Supervising a team of investigators engaged in the performance of confidential, highly complex investigations involving surveillance, interrogation of subjects and witnesses, and examinations and analysis of public or agency records. Supervising investigations concerning reported and/or alleged sexual abuse or harassment encompassing our persons in custody, staff, volunteers and contractors. Liaising with the Department of Investigation, the New York City Police Department, and/or district attorneys’ offices with respect to these investigations. Preparing, reviewing, evaluating, and acting on all reports, studies and recommendations submitted for administrative action; making recommendations regarding investigations. Working in close coordination with federal, state and city investigation and law enforcement agencies; testifying at hearings and court proceedings. Comprehend the DOC procedures, rules and regulations, administrative disciplinary procedures, and the criminal justice system. Minimum Qualifications 1. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting, auditing, correction administration, criminal justice administration and planning, forensic science, inspection, investigation, law enforcement, personnel administration, police science, and security, or in a major operational area of the agency in which the appointment is to be made; or 2. A baccalaureate degree from an accredited college; or 3. Education and/or experience equivalent to "1" or "2" above. Preferred Skills Experience supervising investigations or conducting PREA investigations Previous supervisory or management background with at least five (5) or more yearsexperience. Experience working with prosecutors in developing cases testifying at hearings andcourt proceedings is a plus Significant knowledge of the NYPD investigative procedures and processes, NYPDspecial victims’ squads, and the New York City criminal justice system knowledge ofthe laws, regulations, consent decrees, minimum standards and other legal mandateswhich affect the field of correction, investigations and the criminal justice systemknowledge of DOC rules, regulations, directives and protocols is a plus Ability to be objective and thorough in conducting investigations of law enforcementpersonnel, inmates, confidential witnesses and informants Experience conducting investigations using a variety of data sources (i.e. eJusticeNY,CLEAR, criminal justice databases, Webcrims, Rapsheets, various watchdog registries,social media platforms, etc.) Possess excellent communications skills, strong analytical, research, problem solving,presentation and writing skills MS Office (Word, Excel, Outlook) proficiency Successful candidates must clear a background investigation and possess a validNYS driver’s license. Firearms qualified is a plus.
