The Air Force Civilian Service (AFCS) is looking for a Joint Deficiency Reporting and Investigating System (JDRIS) Lead (NH-0801-03) to work for the F-35 Joint Program Office (JPO) in Arlington, VA. VoP (Value of Position): 83 Qualifications/Requirements The JDRIS Lead is responsible for providing both systems engineering and technical management expertise working across the F-35 Enterprise (JPO Organization: PMOs and Functional Directorates; JPO-External Stakeholders: Prime Contractor(s), U.S. Services and Partners Requirement Officers) in planning and executing the F-35 Deficiency Reporting (DR) lifecycle management and reporting activities. U.S. Citizenship Must be able to obtain and maintain a Secret Security Clearance with ability to obtain SAR. This is a designated Drug Testing Position. Occasional travel away from regular duty location may be required (2-4 trips/year). B.S. Degree in engineering or B.S. in technical or applied science field. At least 5 years (preferably 10 years) in an engineering or technical position. Hands-on experience in systems design and/or test and evaluation (i.e., developmental and/or operational) of one or more DoW Acquisition Programs (preferably ACAT-I). Effective written and verbal communication skills; good team leader. Experience with MS Outlook, MS TEAMs, MS Excel, and as a site admin with MS SharePoint. Position Responsibilities Develop DR-related requirements (SOW) and formal deliverables (CDRLs) as needed to support the F-35 Program’s objectives and milestones. Develop and/or update DR-related charter/program directives (PD) and Program Instructions (PI) for the JDRIS process. Provide Systems Engineering rigor in reviewing and assessing all new / potential F-35 DRs for technical soundness, completeness, owner assignment, and readiness to be addressed at a JDRB. Provide Systems Engineering leadership in ensuring that the appropriate SMEs and/or impacted stakeholders are pre-coordinated in preparation for Joint Deficiency Review Boards (JDRBs) and DR Steering Committee Resource Utilization Boards (DR SCRUBs). Prepare for the JDRB to include formal board agenda, JDRB invitation and room scheduling, report preparation and briefing material, and the board meeting minutes to include action items. Support the Site Deficiency Review Boards (SDRBs) by providing requested DRs and DR status information and facilitate communication between JPO DR team and Site DR team/leadership. Manage and update the DR database (i.e. DR Master File). Lead coordination for development of any new DR-focused IT-infrastructure, software, or DR data management and reporting tools. Track DR burn-down plans and monitor DR database for DRs needing status updates and/or ready for next actions; Coordinate with Prime POC to identify and prioritize DRs needing attention or action. Prepare DR priorities for Joint Configuration Management Council (JCMC) and as inputs to the Prime Contractor’s Program Increment planning meetings. Prepare the DR-management performance metrics for Engineering and Program leadership and develop metric reports to support request from leadership. Respond to Requests for Information (RFIs) from internal and external sources. Track and actively facilitate progress on CAT 1 DRs; maintain CAT 1 DR status charts and update Engineering and Program Leadership weekly or for any significant changes. Prepare and update to weekly DoE / SEI Team WIGO and charts. Brief weekly updates to leadership, as needed. Administrate and manage the DR Team’s Sharepoint sites (internal and external). Participate in weekly and ad-hoc JDRIS team meetings. Desired Skills/Qualifications B.S. Degree in engineering or B.S. in technical or applied science field.
