Developer/Programmer Analyst 3

The Texas Education Agency (TEA) is seeking the services of two highly qualified Developer/Programmer Analyst 3 professionals. All work products resulting from this project shall be considered "works made for hire" and will remain the property of TEA.


Candidates must be willing to undergo and successfully pass criminal background checks as authorized by Texas law. TEA will not cover any costs associated with interviews or candidate selection processes.

Job Summary:
We are looking for a highly skilled and experienced Senior Software Developer responsible for the planning, design, development, testing, and maintenance of enterprise applications. The selected candidate will drive solutions from concept through delivery, contribute technically, and collaborate with both internal teams and external partners.


This role requires close coordination with a blended team of full-time and contract developers, adherence to SDLC best practices, and alignment with organizational objectives.

Key Responsibilities:

• Provide technical leadership across multiple enterprise application initiatives
• Own and manage the full Software Development Life Cycle (SDLC), from requirements gathering to deployment and ongoing support
• Design and develop robust, custom business applications from the ground up
• Collaborate with stakeholders to translate business requirements into scalable technical solutions
• Provide hands-on development and technical expertise in .NET technologies and relational SQL databases
• Lead development of ETL processes and data centralization solutions for reporting
• Ensure high standards of code quality, security, and performance through code reviews and best practices
• Participate in Agile development processes including sprint planning, reviews, and retrospectives
• Leverage AI-assisted development tools such as GitHub Copilot to enhance productivity and code quality
• Build and manage containerized applications using Docker, ensuring secure and efficient deployments
• Promote a culture of innovation, continuous improvement, and accountability

Required Qualifications:

• Proven experience as a Software Developer/Programmer Analyst (Level 3 or equivalent)
• Strong expertise in .NET technologies and relational databases (SQL)
• Experience with full SDLC implementation in enterprise environments
• Hands-on experience in building scalable, secure applications from scratch
• Experience working in Agile/Scrum environments
• Strong analytical and problem-solving skills
