Student Services - Coordinator

Job Description: The Student Services - Coordinator provides leadership, oversight and coordination to the school division's implementation of federal, state and local civil rights regulations prohibiting discrimination, harassment and misconduct to include the Title IX of the Education Amendments of 1972, Section 504, IDEA to support students with disabilities as well as broader civil rights mandates that support access and achievement. Operating through an equity lens within the Department of Student Services and Equity, this role is responsible for overseeing compliance and grievance procedures, ensuring prompt and impartial investigations into all forms of unlawful discrimination and harassment, managing data and information systems, and implementing division-wide prevention and education initiatives to maintain a safe, equitable learning and working environment. The Student Services Coordinator is a 240 day, 12-month Licensed position that reports directly to the Executive Director of Equity and Title IX Coordinator and serves as a key member of the Department of Student Services and Equity. Qualifications: Education: Required: A Bachelor's degree from an accredited college or university in education, social work, psychology, public administration, criminal justice, public policy, civil rights or a related field. Prefered: Master's degree in educational leadership, conflict resolution, and/or K-12 experience. Certifications/Licenses: Valid Virginia Department of Education Teaching Collegiate, PostGraduate or Pupil Services License, with an endorsement in a Subject area is required, Administration & Supervision endorsement perferred. (Required or Preferred within 90 days of hire) Title IX Role(s) Certification: Formal certification from a recognized national organization such as (Institutional Compliance Solutions) ATIXA (Association of Title IX Administrators) or TNG (Title IX Investigator/Coordinator training). K-12 Specific Title IX Training: Specialized coursework covering the unique regulatory landscape of K-12 environments (as opposed to higher education frameworks). Investigator Training: Certification or documented training in trauma-informed interviewing techniques, due process, and evidence gathering. Experience: Minimum 3 years of progressive, hands-on management and investigative experience; documented experience in school administration, central office management and/or child focused city agencies; experience working in an urban school division; and knowledge of student support services. Knowledge, Skills and Abilities: Vast operational knowledge of Title IX regulations, federal/state civil rights laws, to include Section 504 and IDEA and other K-12 educational policies. Skilled use of trauma-informed interviewing, objective evidence gathering, and managing impartial grievance procedures. Ability to handle highly sensitive, emotionally charged situations with strict neutrality, diplomacy, and confidentiality. Ability to advise and support students, families, school staff, and community equity partners regarding Title IX rights. Skilled in collecting and analyzing case data to implement preventative measures and mitigate Title IX compliance risks. Communication skills with a proven track record of delivering complex civil rights and equity training and professional learning to diverse audiences. Analytical and organizational skills to assess division policies and foster an equitable, legally compliant environment. Ability to consult and manage communication with legal counsel and take direction maintaining compliance within specified timelines High level of integrity; ability to manage conflict, deal with controversy, and handle confidential information ethically, professionally, and appropriately Thrives while working under pressure in a high-paced environment with a sense of urgency for all requests Ability to defuse and manage sensitive and potentially stressful situations. Use of restorative practices to support rapport and relationship building with stakeholders. Enesstial Functions: Serve as the Deputy Title IX Coordinator, assuming coordinator duties, and provide cross-team updates to the Human Resources and Student Services & Equity teams. Lead the initial intake, triage, and assessment of potential Title IX reports and complaints to determine appropriate next steps. Conduct thorough, impartial investigations into formal complaints and grievances; manage, compile, and maintain accurate evidence files in accordance with accepted legal standards. Draft comprehensive, objective investigative reports and present findings clearly to appropriate decision-makers and authorized parties. Facilitate the alternative and informal resolution processes when appropriate and agreed upon by the involved parties. Manage and update the Title IX case management system, ensuring all grievance records and documentation are securely maintained for the legally required seven-year period. Stay current on federal and state regulations, judicial decisions, and research regarding Title IX, gender equity, anti-bullying, child abuse laws, and broader civil rights protections (e.g., ADA, Section 504, IDEA). Provide oversight, coordination and consultation to Section 504, IDEA, FOIA and FERPA, discrimination, bullying and harassment and other compliance procedures and grievances. Serve as a subject-matter expert consulting with administrators, faculty, and counselors to ensure compliance, address emerging needs, and plan remedial actions. Maintain an ongoing professional learning schedule, update the website, curate educational resources, and liaise with the state education agency and federal regional equity assistance centers to keep schools and departments informed of effective practices to continuously improve. Perform other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the department.
