As An Asset Management Specialist, You Will Provide leadership in the development and implementation of the overall enterprise asset management program involving BPA's various business lines (Facilities, Information Technology, Fed Hydro, Transmission, Fleet and Security) to promote the reliability, efficiency and economical use of all physical assets. Plan, implement, and evaluate the asset management programs across all BPA organizations, including defining requirements, and monitoring asset management program performance, and providing oversight of contractor activities when applicable. Provide authoritative advice, counsel, and guidance to BPA staff and management on all aspects of asset management. Provides leadership to BPA staff assigned to assist in program activities. Lead the development and implementation of enterprise asset management program objectives and initiatives to achieve BPA's goals and objectives. Oversee and monitor contractor performance and provides oversight of contractor activities to assure contractors are executing the project plans on time, within budget, and with satisfactory quality. Prepare periodic, BPA-wide reports on the condition and performance of BPA physical assets. Qualifications A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized Experience Requirements 1) Leading the development of asset management frameworks, policies, and standards across diverse infrastructure, facility, or IT business lines; 2) Planning and evaluating asset programs, including defining project scope, mitigating risks, and aligning program initiatives with organizational goals; and 3) Managing contractor performance against budgets and timelines, while coordinating complex asset initiatives across multi-disciplinary teams and leadership. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
