TPWD - Accountant V (General Ledger Accountant)

Overview Under the direction of the General Ledger Manager, this position performs highly complex (senior level) accounting work. The role involves preparing and/or overseeing the preparation of financial analyses and reports, establishing, maintaining, and/or overseeing accounting systems, procedures, and controls. The position may supervise the work of others and works under limited supervision with considerable latitude for independent judgment. Additional duties are assigned as needed. Excellent verbal and written communication skills are required. The incumbent must comply with all Agency, Division, and Branch rules, regulations, and procedures. Responsibilities Prepare and oversee the preparation of financial analyses and reports. Establish, maintain, and oversee accounting systems, procedures, and controls. Supervise the work of others as required. Work independently and exercise initiative and judgment under limited supervision. Comply with all agency policies, regulations, and procedures. Minimum Qualifications Education: Bachelor’s degree in Accounting, Finance, or Banking from an accredited college or university. Experience: At least two years of experience in accounting, bookkeeping, banking, financial audit, financial operations, or related state government experience. At least two years of full‑time experience using USAS, CAPPS, or other accounting software and systems. Experience may be concurrent. Licensure: None required. Acceptable Substitutions: A Master’s degree in Accounting, Finance, or a related field may substitute for two years of required experience. Preferred Qualifications Master’s degree in Accounting, Finance, or a closely related field. Experience with a state agency or institution of higher education. Experience in the preparation of an AFR for a Texas state agency or university. Experience with appropriation management and cash management functions. Experience with Texas state multi‑fund governmental accounting. Experience using USAS, CAPPS, SAS, and SIRS. Advanced Excel skills including VLOOKUP, XLOOKUP, macros, and pivot tables. Knowledge, Skills and Abilities Knowledge of Generally Accepted Accounting Principles (GAAP) and related accounting record maintenance. Knowledge of Texas state agency operations, policies, and procedures (preferred). Knowledge of office practices and administrative procedures. Skill in using MS Word, Excel, PowerPoint, and Outlook. Strong written and verbal communication skills. Ability to apply accounting theory and techniques. Skill in reconciling and analyzing financial data. Analytical reasoning and critical thinking abilities. Time management, task prioritization, and project management skills for handling multiple concurrent tasks. Ability to interpret rules, statutes, and oversight guidance. Problem‑solving and attention to detail. Effective communication of findings and recommendations. Capacity to establish and maintain effective working relationships with team members and contacts. Independently make sound, timely decisions. Accurate handling of numerical data. Maintain confidentiality. Adaptability to changing priorities and frequent interruptions. Work effectively both independently and as part of a team. Willingness to work flexible schedules, overtime, evenings, weekends, and holidays as required. Comply with TPWD safety program and dress, grooming, and safety standards. Working Conditions Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday. Alternative schedules may be available with supervisor approval. Expected overtime, evenings, weekends, and holidays as needed. May be required to operate a state vehicle.
