Directly responsible to the Director of Operations and accomplishes the functions outlined below in accordance with established rules, policies, and directives. Collaborates with executive leadership, management, and a ency personnel as necessary for coordination of agency activities. Serves as a strategic resource to the Director of Operations by providing organizational analysis, policy support, project management, and operational recommendations.FUNCTIONS Plans, coordinates, researches, collects, and analyzes information related to organizational effectiveness, policy development, strategic initiatives, operational performance, workload, and business practices. Conducts statistical, documentary, operational, legislative, and policy research and prepares reports, recommendations, issue papers, executive summaries, and briefing materials. Evaluates proposed legislation, administrative rules, and policy changes to identify operational, fiscal, and administrative impacts. Assists with the development, review, revision, and implementation of agency policies, procedures, and guidance documents. Researches historical, current, and projected operational, legislative, and policy information to identify trends, risks, opportunities, and areas for organizational improvement. Conducts organizational studies evaluating programs, workflows, staffing models, operational practices, and internal controls. Develops recommendations to improve organizational efficiency, effectiveness, accountability, and service delivery. Assists the Director of Operations with the development, implementation, and monitoring of strategic initiatives and operational priorities. Assists in preparing, coordinating, monitoring, and maintaining the Strategic Plan, Legislative Appropriations Request, fiscal notes, Annual Report, Sunset Review documentation, performance measures, and other executive planning documents. Assists in planning, coordinating, monitoring, and documenting agency-wide strategic initiatives and special projects.
