Contract Specialist (Direct Hire)

Summary NASA Office of Procurement seeks Contract Specialists to perform procurement planning, negotiation, and contract administration supporting NASA programs. The Office is structured to provide support to mission partners across all NASA facilities, including the IT Procurement Office located in Greenbelt, MD. Duties Lead negotiation and serve as business advisor for pre‑award and post‑award functions on supply, service, research, and construction contracts. Perform complex contracting and contract/subcontract administration. Develop contract documents, including funding modifications, rate adjustments, and change orders, and evaluate contractor performance and financial reports. Coordinate with mission partners to create procurement objectives and draft contract instruments using pricing arrangements, subcontracting goals, and set‑asides. Plan negotiation strategy, coordinate with the negotiation team, and conduct negotiations to determine price and terms. Conditions of Employment Open to U.S. citizens, nationals, or those who owe allegiance to the U.S. Requires pre‑employment background investigation and, where applicable, higher‑level security clearance. May require drug testing, financial disclosure, and travel as per NASA Center requirements. Position may include a one‑year probationary period and requires on‑site duty with possibility of a designated home center. Qualifications You must meet all three requirements listed below unless an exception applies: Basic requirement: Completion of mandatory training and at least 4 years of contracting experience, with one year of specialized experience at the next lower level. Specialized experience: Directly related experience performing pre‑award and post‑award actions for a variety of contract types and proficiency in negotiation techniques per FAR. Certification/Training: Level II FAC‑C (Contracting), FAC‑C Professional, or DAWIA Level II / Professional. Alternatively, demonstrate completion of mandatory training and four years of experience at the required level. Certification and Training Must possess a valid Level II FAC‑C or FAC‑C Professional, or DAWIA Level II or DAWIA Professional certification; or have completed all mandatory training prescribed by the agency.
