Budget Analyst

The position is vital within the Office of Research and Development (ORD) and the facilities where research programs are conducted in Phoenix, AZ at the VA Medical Center. The primary purpose of this position is to perform specific budgetary functions associated with all aspects of the Research Service fiscal program in conjunction with the Administrative Officer (AO) and the Associate Chief of Staff (ACOS) for Research.

Responsibilities include:

• Performing specific budgetary functions associated with all aspects of the Research Service fiscal program in conjunction with the AO and ACOS for Research.
• Developing routine budgetary plans, projections, and reports.
• Interpreting information received from ORD, the individual VA Research programs, Fiscal Service, and other sources.
• Advising on VA regulations, rules, procedures, and practices for initiating, preparing, and monitoring procurement, and contractual agreements.
• Serving as a COR designee for the service and overseeing areas of acquisition administration and contractor's performance, as it pertains to Research service.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Work Schedule: Monday-Friday, 8:00 AM – 4:30 PM

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. OR, Education: Applicants may substitute education for the required experience. OR, Combination: Applicants may also combine education and experience to qualify at this level.

GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. OR, Education: Applicants may substitute education for the required experience. OR, Combination: Applicants may also combine education and experience to qualify at this level.

GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
