deliver timely, practical and innovative solutions to our clients as part of high-performing project teams typically composed of a mix of junior and mid-level analysts who will look to you for challenging resource planning and management problems.This position may be located in Arlington, VA (Headquarters), Washington D.C., Pentagon, Springfield, VA., Chantilly, VA., Tysons Corner, VA.ResponsibilitiesDevelop and/or evaluate program technical and programmatic baselinesDevelop innovative development, production and operating and support (O&S) cost estimating techniques for a broad range of cost elementsDevelop independent or program life cycle cost estimates and accompanying risk, uncertainty and sensitivity analysisDevelop economic analyses, including but not limited to business case analyses, cost/benefit analyses and analysis-of-alternativesAssess the credibility of government and industry cost estimates and economic analysesEvaluate the credibility of industry cost proposalsAssess the credibility of government and industry cost savings initiativesAssess industry contract cost and schedule performance and conduct variance root cause analysisDocument and present/defend analytical resultsDevelop and train less experienced cost analystsApply highly effective customer service skills and work effectively with teams to foster a collaborative work environment across the organization.Apply leadership skills and the ability to manage competing priorities, multiple tasks and work requirementsApply highly effective communication skills (oral and written) and communicate complex issues and present results to senior managers and others in a clear and concise manner.Present as a value-focused professional, comfortable with presenting analytical results, engaging clients, and collaborating across Integrated Project Teams (IPTs).Minimum QualificationsBachelor's degree in a quantitative discipline (e.g., engineering, mathematics, operations research, statistics, economics, or business) or a discipline that fosters problem solving, structured thought and creativityMinimum of 4 years' relevant experienceDocumented completion of college-level coursework in mathematics through Calculus IIAbility to think analytically, creatively and criticallyAbility to operate effectively in environments with evolving requirements, incomplete data, and/or shifting prioritiesAbility to precisely and concisely communicate and defend complex analytical results verbally and in various forms of written productsStrong proficiency with Microsoft Excel for performing cost analysis, data reconciliation, quick-turn financial modeling, and working with large and/or calculation-intensive datasetsDesired QualificationsActive SECRET Clearance (highly desirable)Knowledge of cost estimating and economic analysis models, methods, theories, and their applicationKnowledge of weapons and/or automated information systems design procedures and methodology, system production technology and techniques, system sustainment, operations and support processesKnowledge of physical and performance characteristics of various weapons systems and auxiliary equipmentKnowledge of weapons and/or automated information systems work breakdown structuresKnowledge of weapons and/or automated information systems cost driversKnowledge of government cost, technical and programmatic data sourcesKnowledge of government and industry financial/accounting systemsKnowledge of Department of War (DoW) Planning, Programming, Budgeting, and Execution (PPBE) systemFamiliarity with the DoW acquisition and contracting environment, including program office support, cost estimating, CDRL development, and/or contracting support including support of contract negotiationWorking knowledge of Earned Value Management (EVM), including common metrics, data evaluation, and performance reportingExposure to risk management activities such as identifying cost or schedule risks, evaluating risk registers, and/or tracking mitigation actionsExperience producing clear technical documentation, including methodologies, assumptions, data sources, and analytical conclusionsAbility to conduct ground-breaking researchExperience using RStudio to perform data analysis, trend analysis, and/or basic statistical modeling in support of cost estimates or program reviewsFamiliarity with RShiny to develop or maintain interactive dashboards, calculators, and/or analytical tools for internal usersExperience building reports and visualizations in Power BI to communicate cost, schedule, or performance insights to stakeholdersExposure to Microsoft PowerApps and Power Automate to create basic workflow solutions, data collection tools, or process automationsExperience using Python for data cleaning, analysis, or automation of repeatable analytical tasksExperience visually drafting innovative applications using FigmaICEAA Certification or
