Human Resource Administrator

Position Overview The Human Resource Administrator provides comprehensive HR support across all aspects of workforce management within a federally contracted ICE residential facility. This position reports to the Human Resource Manager on site and serves as the primary point of contact for onsite employees for HR needs, ensuring timely assistance and maintaining operational continuity. This role operates within a highly regulated, 24/7 contract environment. The HR Administrator is responsible for the full employee lifecycle — from recruitment, onboarding, and credentialing through performance management, training compliance, and separation — in strict accordance with federal contract requirements, DHS standards, and applicable employment law. This role serves as a critical link between facility operations, program leadership, and the contracting government, ensuring staffing levels, personnel documentation, and employee conduct standards are maintained at all times. The HR Administrator must exercise sound judgment, exceptional discretion, and cultural sensitivity when supporting a diverse workforce serving vulnerable populations. Key Responsibilities Day-to-Day HR Support Policies and procedures Leave and attendance General HR inquiries Escalate complex issues to HR Manager Onboarding & New Hire Processing Scheduling onboarding activities Collecting required documentation Preparing personnel files Ensure all onboarding records are complete and properly filed Training Coordination Support Schedule required training sessions Track completion of onboarding and annual trainings Maintain training records Personnel Records Management Personnel files Training documentation Credentialing and compliance records Ensure confidentiality of all employee information Timekeeping & Administrative Support Timesheet collection and validation Attendance tracking and documentation Support reporting needs as directed by HR Manager Employee Relations Support Employee concerns Disciplinary actions Investigations Maintain detailed and accurate records of all actions Compliance Support Background investigation status Required documentation and certifications Support readiness for audits and inspections Corporate HR Coordination Benefits Payroll Ensure employees are properly directed to appropriate resources Required Qualifications & Core Competencies Associate’s or Bachelor’s degree in HR, Business Administration, or related field (or equivalent experience) Minimum 3-5 years HR or administrative experience Experience with personnel file management and HR administrative support functions Strong attention to detail and organizational skills Ability to handle confidential information with discretion Strong communication and interpersonal skills Ability to work in fast‑paced, structured environments Desired Skills Experience in Government-contracted or high compliance environments High-volume onboarding operations experience HR certification (SHRM‑CP, PHR, etc.) preferred Bilingual abilities preferred Experience supporting diverse and high‑pressure operational teams Experience supporting training coordination Conditions of Employment Employees must be a U.S. Citizen or a Legal Permanent Resident. Employment is contingent upon successful completion of the following screening: Federal background investigation (up to and including a Tier 4 DHS clearance), Criminal history check, Verification of employment and education history, Compliance with all government credentialing requirements, Drug Screening. Employees must adhere to all federal security, confidentiality, and operational protocols while working within government facilities. Must be able to speak, read, and write in English. Anovaeon operates 24 hours/365 days and requires the flexibility to work additional hours, nights, weekends, and holidays. Must show proof of eligibility to work in the U.S. Internal background check to the satisfaction of contract requirements. If applicable, Child Abuse/Neglect Report (CAN) or child protective services check with no adverse findings. Physical Requirements Ability to stand, walk, and conduct facility rounds for extended periods. Ability to lift and move supplies up to 50 lbs. Ability to respond quickly to emergencies throughout the facility. Ability to work in indoor and outdoor environments. Ability to review documentation, reports, and operational records with attention to detail. Ability to sit for extended periods for administrative tasks and documentation. Work Environment Fully onsite position in a federally contracted ICE residential facility in Alexandria, LA. Fast‑paced operational environment including warehouse, storage, receiving, and distribution areas. 24/7 operational setting requiring flexibility across all shifts. Frequent coordination with multiple operational departments.
